  2. Agriculture in 2011-12 Agriculture Road Map started for 2008-09 to 2011-12 Good monsoon in 2011-12 Record production and productivity in Rice, Wheat, Maize and food grain L MT Bihar got ‘Krishi Karman Award’ for the year 2011-12 in Rice production

Production in Lakh MT Agriculture in 2012-13 Record production in Rice, Wheat, Maize and Food grain in 2011-12 Very low and erratic rainfall in 2012-13 Terminal heat adversely affected wheat production Even in adverse conditions, barring Wheat, the production exceeded all time record in all crops and Food grain production sustained in 2012-13

Production of Rice not only • sustained but also increased • in 2012 even • with inadequate and erratic rainfall • with less coverage area Excellent Rice Production 2012-13 • How it happened? • Green manuring area scaled up • Area under SRI expanded • Power supply to rural areas ensured (minimum 6 hrs/day) • Canal irrigation ensured till tail end • Diesel subsidy distributed-139 cr • Area decreased by 1.00% • Production increased by 1.64% • Productivity increased by 2.44 %

Wheat production 2012-13 • 3rd estimate by SASA was 67.04 Lakh MT wheat production • But because of • Short span of cool weather during rabi season • Early arrival of terminal heat and its • Adverse impact • How it happened? • Line sowing through SWI method and Zero tillage emphasised • Weed management through promoting weeder and weedicide

Successful Maize Production 2012-13 • Continuous increase in area, production and productivity • Production almost doubled from 2009-10 • 16 qtls/ ha. increase in Productivity (67% increase) • Production and productivity highest in the State • How it happened? • Adoption of 100% Hybrid Maize in Rabi season • Area expansion in non traditional • areas to mitigate climatic change effects • Fertility management: Sulfur and micronutrient

Timely supply of seeds to make use of soil moisture Timely pest surveillance and advisory at field level NPV and Pheromone traps promoted in NFSM, A3P and organic farming Line and furrow sowing emphasised

Promotion of Hybrid Seed of Paddy 1 .Seed:SRR increased! • Foundation seed production in 243 SM Farms • Increase in seed production, processing & marketing by BRBN • CM Crash Seed Programme: Foundation Seed to 2 farmers in all revenue villages at 90% subsidy • Integrated Seed Village Scheme • Additional Support to farmers: Rs. 7/Kg. for Paddy & Wheat, Rs. 20/Kg for Oilseed, Pulses & Maize • Administration of Seed Subsidy at source

Sustainable Agriculture • Massive Green Manuring Programme • Demand Based Vermi-compost programme • Subsidy for commercial level Bio fertilizer and Vermi compost units • Soil Health Card • Additional Support for Micro nutrients • Seed Treatment • Special programme for pheromone traps and NPV Vermi Compost

  10. Strategies & Measures 3. Promotion of Mechanization • Demand Based power tiller, zero tillage, conoweeder and combine harvester • Additional support for modern farm implements • Distribution through mela for transparency

Extension • One Agriculture Co-ordinator per two panchayats and one KisanSalahkar per Panchayat for effective extension work. • KrishiDarshan, Kisan Call Centre, KrishiVikasRath for dissemination of information and grievance redresal • Skill development training on SRI on massive scale • Farmers training through leading farmers in SRI • Women farmers as change agents • Block level Camps for training and distribution of inputs

Interdepartmental Coordination • Agriculture Cabinet for 18 departments • Monthly Agriculture Road Map coordination meeting under Chief Secretary with 18 departments • Weekly review of performance indicators with Collectors through Video Conference by Chief Secretary • Weekly review by Collectors in Agriculture Task Force meeting at district level Energy : Minimum 6 hours electricity supply ensured to rural areas Finance : KCC Mega camps organized-8,63,822 cards/5,732 cr Irrigation: Close monitoring to ensure irrigation up to tailend of canals Fertilizer: Timely availability ensured Thanks to GOI

Planning & Monitoring • First thing first- Advanceplanning and timely implementation • Positioning of inputsas per timeline • Focuson the vital few • Team work (Farmers/Scientist/Extension workers/Public Representatives) ensured • Women farmers as change agents is key to success. • Thing that gets measured gets done! Close monitoring at the highest level
