  2. Key Questions What is systems change, and why is it important? How can Regional Skills Partnerships develop a strategy to push systems change? How does a systems change strategy provide a framework for Regional Skills Partnerships’ ongoing work?

Systems Change Sector initiatives bring about systems change in: • Industry practices • The workforce development system (service providers’ activities and/or how they work together) • Public policy: law, regulations, and public funding By bringing about systems change, a sector initiative • Overcomes barriers to success faced by employers, individuals, and the sector initiative • Has broad scale impact (beyond the employers and individuals the sector initiative provides services to)

Systems Change – Where to Begin • Gain deep understanding of barriers to success related to your sector initiatives goals • for individuals, the industries, and/or your sector initiative. • Determine which require changes in “business as usual” and are of great concern. • Develop strategies that use the concern about the barriers as a leverage point to bring about change.

Industry Practices Possibilities for systems change in industry: • How could hiring practices be changed to make a non-traditional workforce available to employers and low-income job seekers opportunities for employment? • How could working conditions be improved to benefit workers and employers? • How could advancement opportunities be developed for low-wage workers? • Adapted from Systems Change, by The Aspen Institute Workforce Strategies Initiative

Services & Service Delivery Systems Possibilities for systems change in services for job seekers, workers, and employers, and the way in which service delivery is coordinated: • How could skill development, and access to it, be improved (including credit-based and industry-recognized certificate programs)? • How could new training improve access to quality jobs and help workers after they’re employed (e.g. new apprenticeship programs) ? • How could support services better meet industry and worker needs by reducing turnover?

Example: Road to Nursing Program Need: • Healthcare organizations had critical need for LPNs and RNs; healthcare workers needed a way to advance. • Community college’s well-established daytime Associates of Science Degree (AS) in Nursing program was at capacity, and did not meet needs of working LPNs.

Road to Nursing Solution • 18-month evening RN program through which LPNs can graduate with an AS in Nursing • Cost: $122,000 primarily for Massasoit Community College to cover the cost of instructors and testing • Clinical sites: Brocton and South Shore Hospitals, and McLean Southeast (for psychiatric and pediatric nursing requirements) • Approvals of program received from the Board of Registration in Nursing and the League of Nursing Accreditation

Road to Nursing – Systems Change Goal: continuation of evening LPN to RN program by Massasoit Community College • Successes systems change built upon: evening program development cost covered, accreditation received, 93 percent success rate for students. • Key challenges: • Funding • Continuation of WorkSource Partners services • Recruitment, career counseling, case management, and assistance in obtaining support services • Continuation of clinical sites

Road to Nursing – Systems Change Key challenges: funding, continuation of WorkSource Partners services, continuation of clinical sites • Funding solution: student tuition • WorkSource Partners solution: business model is for employers to pay for services • Clinical sites solution: program increases Massasoit CC’s AS in Nursing graduates by 30 percent, so employers continue to provide sites
