  7. The Department of Labour • Establishing employment Exchange to provide free employment service to employers and workers in various township labour exchange offices. • Opening training centres for local and overseas workers • Administration overseas employment services

  8. Labour Migration from Myanmar Majority sending to - • Thailand • Malaysia • Singapore • Korea • UAE • Japan The total number of Myanmar Workers in abroad 132619 as of October 2012. To Thailand over 40000 fresh workers by MoU issued temporary passports about (1.2) million to undocumented Myanmar workers

The Law Relating to Overseas Employment (1999) • Enabling those seeking overseas employment to secure such employment systematically • To ensure that there is no loss of rights and privileges of the workers. The Ministry is currently drawing Labour Migration Policies for measures taken for the promotion of safe migration, importance of a comprehensive and systematic approach to both the challenges and opportunities. It is being drafted. “Action Plan for Labour Migration”(2013-2017)(draft )

  10. To provide effective protection of Myanmar workers Labourattaches Korea and Thailand MoU • with Ministry of labour, Thailand in 2003 (regularization of undocumented Myanmar workers in Thailand) • with Ministry of Employment and Labour of the Republic of Korea (2007) (EPS)

The Ministry of Immigration and Population The Department of Immigration and National Registration • Matters relating to immigration and emigration are carry out according to existing immigration Laws. • The 1947 Union of Myanmar Immigration ( Emergency Provisions) Act was enacted to deal with international migration. • According to the 1982 Myanmar Citizenship Law, measures have been taken to issue the Citizenship Scrutiny card to those who are eligible to be Myanmar Citizen.

  12. Trans-border Migration Myanmar workers are working in Thailand regular and irregular situation along cross border.

Good Points of the Management • Facilitation for sending workers abroad and protection to them by coordination and cooperation of concerned Ministries of the Overseas Employment Supervisory Committee. • Ensuring Protection and Promotion of workers’ rights by MoUs and Bi-lateral agreements. • Transferring technical and skills from destination countries. • Promoting of living standard of Migrant workers’ families by their remittances.

  14. Main Challenge in Border immigration control Because of contiguous borders of Myanmar in the east, North, Northwest and lengthy, easy to cross illegally. Main challenge is illegal resident in border areas. Due to similar appearance and dialects in border areas, it is difficult to differentiate whether our nationals or illegal migrants.

The significant challenges and Recommends • reducing irregular migration • protection of undocumented migrant workers. • to build - up capacity building regarding labour migration management especially on licensed Overseas Employment Agencies, concerned Ministries • to exchange best practices for safe labour migration in cooperation within GMS and ASEAN • to establish information network for sharing the development of Labour Migration Management Cooperation within GMS and ASEAN • to raise the awareness concerned with safe Labour Migration for migrant workers • to provide skill trainings for Migrant workers.
