3. The current situation • Development of the AP, DEXs, and development infrastructure is discontinuous and slow • Coordination of business DEX development is absent • Technical oversight is inadequate • More and more attention is given to PLCS, but this means we’re also at higher risk of getting a wide spread bad reputation • - After 10 years of development, we still haven’t got a single specification of PLCS usage available to the public that is stable enough to allow a full scale implementation at a reasonable risk!

The intention • To establish a way to ensure that funding is in place to allow the main OASIS PLCS TC activities to be performed continuously • The result • Specifications/standards developed efficiently and ballot comments resolved swiftly • the DEXlib and other infrastructure is supporting the development, configuration management and publication of DEXs and compatible software • Business DEX developments coordinated in a way that PLCS dialects are reduced, resources for generic DEXs and Templates are made available and issues or suggestions for improvement are collected • The benefits of PLCS are communicated clearly and the usage of the standard is broadened

5. The proposal • Create a listing and description of the most important and central OASIS PLCS TC activities • Estimate the annual time needed to perform these activities, and the funding needed for personal and possible infrastructure • Identify contributors willing to commit to fund this estimate over a three year period, with an annual possible prolongation of one year • Develop a method/solution for how the committed resources shall be transformed into actual work being performed • Develop a method/solution for how decisions on where to direct the resources shall be made

6. The way forward • Agree with the Intension, or present an alternative approach • Agree with the main principals of the proposal • Create a group that can refine the proposal further and make it come into life • Begin an efficient production of specifications and standards! • To continue as of today does not allow FMV to plan its implementation of PLCS efficiently, which jeopardises future Swedish involvement in the development of the standard.

7. FMV commitment FMV commit to contribute up to 100.000 € per year, given that the same commitment is made by the other major players - Are you in or not!?
