Overhire Request • Organization: # Requested: • HQ AFFSA/XAO 1 • Number Permanent Civilians Authorized/Assigned: 1/1 • Number Civilian Overhires Assigned: 1 • Request Number: 1 • PP/Series/Grade: GS-2152-13 (Air Traffic Control Specialist) • Length Position is to be established: NTE 4 years • Priority: Cat 1—2 (Note: position is not currently funded, AFFSA will provide funding for remainder of FY 04) • Justification: HQ AFFSA/XAO provides policy guidance and oversees training and procedural development for Air Traffic Control (ATC) specialists serving across the AF at MAJCOM and unit levels. Division serves as Air Force lead on all ATC automation issues. AFFSA’s only other person with automation expert set to retire in Jun 04. Position supports a 4 year requirement to: • Develop and maintain a comprehensive collection of training materials (written training guides or pamphlets, graphic visual aids, training films, video cassettes, sound recordings, multi-media video training tapes, or curriculum materials, etc.) and develop, when necessary, comprehensive educational curricula to meet specific training requirements. • Evaluate Federal Aviation Administration policy and USAF mission requirements to develop USAF unique ATC automation policy as needed for timely incorporation into USAF ATC guidance and training products. Performance is key to safety of flight in the National Airspace System. • Develop, manage and provide oversight of ATC training programs for implementation/adaptation of new equipment and/or software. • If position is unfilled: Negative impact on USAF flying mission/safety is probable due to task saturation by current office staff. No automation expertise on staff could lead to disconnect between AFI guidance and field operating requirements and potentially jeopardize flight safety. Current, expanding workload being performed by temporary hire (position expires Aug 04) can not be absorbed by active duty workforce. • 1) Job demands highly specialized personnel to develop new, modify existing and evaluate operational procedures and training products, to include automated training software for three major ATC equipment modernization programs currently underway in ATC facilities world-wide…active duty expertise needed in the field • 2) Mil fill not feasible due to already stressed, high demand/low density career-field w/expanding deployment rqmnts. • This position will provide stabilized capability for managing operations/safety critical tasks. • Mission demands for expertise required through 2010 system installation ECD. • AFFSA is planning to submit this position for funding in the POM.
