Conclusions from the initial barrier report • Not all farmers share the idea about cooperation and GAP as a means of implementing the WFD. • Different farm enterprises need to be met differently to achieve cooperation. • It’s a challenge to convert WFD targets at catchment level to operational and fair targets at farm level. • It is a challenge to establish a reliable organization for cooperation between farmers and environmental authorities in the catchment. • Concerns about the necessary institutional and organizational support.
