Critical Things to Note: Every agency is different – check out your agenc(ies) and program(s) UMN Impact (to 10/7/13) • 6 awards suspended (all Dept. of Interior) • 29 proposals reviewed, awaiting submission • 15 proposals submitted, awaiting validation in agency systems • ... and of course, no awards or approvals

Critical Things (Continued) Grants.Gov is available • NSF • FastLane and Research.Gov down • NSF will extend proposal deadlines that occur during the shutdown • UMN may not grant extensions using our authority, but may be able to request after-the-fact after the shutdown is over • NIH • NIH recommends waiting to submit proposals to Grants.Gov until after the end of the shutdown • NIH will extend proposal deadlines that occur during the shutdown • NIH Commons is down (no RPPRs, E-SNAPs, Account IDs, FCOI reports, XTrain appointments, etc.) • UMN can approve extensions using our authority but paper agency notifications are due after the shutdown ends

  6. Critical Things (Continued) • DOD • CDMRP program is expecting proposals for ORIGINAL deadlines since Grants.Gov is up. No proposal deadline extensions are expected to occur. • CDC • Indicates (but not entirely explicit) that proposals should continue to be submitted for ORIGINALdeadlines since Grants.Gov is up, but CDC will not act on them until after the shutdown is over (unless the program is “exempt.”) • Indicates that no cost extensions will not be permitted if the award expires during the shutdown period (unless the activity is exempted).

NIH Commons IDs for Undergrad and Grad Students • http://www.ospa.umn.edu/announcements/ NIHCommonsAccount.html • SPA has processed 378 requests in last 4 weeks • October 18, 2013 – PIs will start receiving “warnings” on progress reports if they enter a student with more than 1 month of effort • October 2014 – PIs will not be able to submit their progress report without the IDs Keep ‘em coming!

  8. OMB “A-81” or “OmniCircular” • Still expected to be released December 2013 • Implementation date unknown at this time (likely ~ 1 year)
