URBAN AIR QUALITY MONITORING NETWORK • Technical support for air quality management and policy making • Trend of air quality for strategy making of air quality improvement • Background air quality data for air quality management • Information for public • Air pollutant emission control • Evaluation of management scenarios

  4. Automatic monitoring system • 22 substations and 1 mobile station , including 13 national level stations • PM 10, SO2, NO2 continuously monitored • O3, CO, in part of stations • Falling dust and sulfating rate monitoring • Acid Rain Monitoring

Air Pollution Status in Tianjin • Dust and smoke pollution is major factor to air quality • 86% days of the year PM10 is dominated pollutant • TSP and Pm10 concentrations keeps decreasing • Annual average of PM10 does not meet national standard • Coal burning from industries and domestic heating • Open sources of Urban house and road construction • Automobile emission • Sand storm

BLUE SKY ACTION PLAN , 2001-2004 Target: Annual rate of Class II to 80% by 2004 • Major measures: • Promote the proportion of clean fuel energyand enhance low-sulphur coal; Built coal-free area of total approx. 400km2 from 2001 to 2004 • Cut off the all of small coal boilers below tons / hour by 2002 and 10 tons/hour by 2004, boost up central heating network. • Improve the efficiency of dust removal and desulphurization in coal-burning equipment • Implement the total pollutant load control of air emission

Major measures (cont.) • Implement total pollution load control for air pollutants • Increase the road sweeping and washing rate and trucks leak free transportation • Enhance management for construction sites to control wind-borne dust from open sources. • Grow afforesting and greenland to 35% of urban area by 2004 • Strengthen annual examination and road supervision of auto-emission • Actively develop public transportation and clear fuel vehicles
