Objectives • Water quality – Water quality should be according to European Water Framework directives by 2025. • Water quantity – Ensure water availability for agriculture, humans and river by 2025. • Integrated management – At least 80% of stakeholders working together with an integrated approach for river management by 2025. • Ecosystem – Reduce fragmented areas around Guadalete and increase biodiversity, restoring its natural function by 2025. • Economy – Decrease unemployment and find funds for infrastructure.

  8. Tax Regulation • The goal is collecting 50 million € for 2030. • January 1stof 2015 • Must pay all persons over 16 years. • Excluded those who participate in a social program. • The higher rate will be 2.5 euros per night in 5 star hotels. • Not affect stays of more than 7 nights.

  9. Tax Regulation • The tourist tax will applied depending on the hotel category • The average of the stay of the tourists is 3 days. According to that can be calculated the amount raised per year

Tax Regulation • Strategic goal A Designing a more diversified tourism model for the province of Cadiz. • Encourage and promote quality tourism respectful of natural resources and cultural. • Designing a coastal path and green corridors that connects all the municipalities. • Create tourist activities focused on natural environments and develop the model to diversify rural hotel sun and sand. • Promote the location of future hotel infrastructure in urban areas. • Strategic goal B Ensuring long-term tourism in the province of Cadiz by protecting the coastal front. • Creating development pressure control safeguard coastal areas. • Creating municipal coastal resource delegations to coordinate cooperation between administrations. • Promote the following actions: increase quality certifications beaches, conservation and maintenance and water purification and sewage suitability, etc.. • Provide training for sustainable tourism.

  15. Energy Production • Small hydropower plants • The hydraulic regulation of the Guadalete river and the presence of the reservoirs took in place many geodethic jump that may be useful for hydroelectric small power plants

Energy Production • Small hydropower plants • 2500 kW at Arcos. • 1800 kW at Bornos. • 11145600 kWh/year (2.5% of Province of Cadiz total power consuption). • Approx. 2 million euro yearly revenue. • Might not be profitable considering other costs e.g. personnel and infrasructure, however still usefull. • Therefore this projectshould be government funded.

Energy Production • Solar power plants • The solar irradiation in Southern Spain is the biggest in Europe • Endesa, one of the biggest energy companies in Spain, recieved a municipal permit to build a 20.1 MW photovoltaic power plant, but right now the power production of this plant is only 12.3 MW .

Energy Production • Wind power plant • Province of Cadiz is settled in a natural funnel between Iberic peninsula and Morocco’s coast that causes and increase in wind velocity • Province of Cadiz alone currently generates 1400 MWh electicity from windmills. • Improving the existing equipmentcould increase the power output to 5000 MWh.

Energy Production • Osmosis power plant • Relatively new power production concept. • Very sophisticated equipment using semi – permiable membranes and high water pressure ( around 15 bar). • Therefore expensive to implement and maintain. • Estimated power production at current technological level is estimated at 1 MW/m³s fresh water. • Using membrane technology requires pre-treatment of water to remove turbidity. • Therefore this solution is not feasible for this river – tubidity too high and not enough discharge to justify high upkeep costs.
