  2. What Is the DSWG? • Created in 2001 by directive of the Public Utility Commission of Texas • Reports to ERCOT’s Wholesale Market Subcommittee • Begun as a WMS Task Force, it was converted in 2002 into a permanent Working Group LaaR Seminar, March 24, 2003

  3. Who Heads Up the DSWG? • A Chairman is elected annually by the WMS • One or more Vice-Chairmen are elected annually by the DSWG • 2003 Chairman – Mark W. Smith • 2003 Vice Chairmen – Jay Zarnikau and Henry Vadie LaaR Seminar, March 24, 2003

  4. What is the DSWG’s Mission? The Demand Side Working Group’s mission is to identify and promote opportunities for demand-side resources to participate in ERCOT markets, and to recommend adoption of Protocols and Protocols revisions that foster optimum load participation in all markets. How Do You Participate? • Membership is not limited to ERCOT members – Anyone can join • The only thing you need do to participate is attend the DSWG meetings • Every member has a vote • A single entity can have multiple members but they collectively count as only one vote LaaR Seminar, March 24, 2003

Some Current LaaR Issues • Is the LaaR Responsive Reserve cap at the right level? • Are the performance bands for LaaRs providing Responsive Reserve service appropriately set? • Is LaaR Responsive Reserve performance being measured in all cases at the QSE level, and should it be? • Can LaaRs provide RMR, Non-Spinning Reserve and Replacement Reserve, and if so, how might the Protocols be revised to optimize their ability to do so? • Can LaaRs use a separate QSE for bidding Ancillary Services? If not, should they be able to? • The list goes on … LaaR Seminar, March 24, 2003

Why Is Your Participation Important? • What is done in 2003 will likely fix your options for the next few years • There are many Protocols issues that will be addressed by DSWG this year that will affect whether your load is suitable, physically and /or financially, for providing Ancillary Services • If you have a stake, you cannot afford not to play LaaR Seminar, March 24, 2003
