CHILDREN'S SERVICES DIRECTORATE YOUTH SUPPORT Clause 6 of the Education and Inspections Act • Statutory responsibility of all local authorities to ensure that young people are able to participate in constructive activities that support their personal development and well being during their leisure time. • Responsibility of Director of Children’s Services and Cabinet Member for Children and Young People • Has led from Youth Matters and Aiming Higher for Children & Young People legislation and links to Every Child Matters outcomes for all young people • Has to fit with Worcestershire and local Children and Young People’s Plans

CHILDREN'S SERVICES DIRECTORATE YOUTH SUPPORT • Must ensure there is access for ALL young people, especially the vulnerable and difficult to reach, to: • Sufficient educational leisure-time activities which are for the improvement of their well-being, and sufficient facilities for such activities • Sufficient recreational leisure-time activities which are for the improvement of their well-being, and sufficient facilities for such activities.’ • Together, these are described as • “positive leisure-time activities” • Some activities will fallinto both

CHILDREN'S SERVICES DIRECTORATE YOUTH SUPPORT National Standards for Positive Activities • Access to 5 hours per week of sporting activity (Sport Offer) • formal and informal team and individual sports, • outdoor and adventurous sports, and • other physical activities such as aerobics and dance – • provided through the national curriculum and leisure-time activities. • Access to 5 hours per week of other constructive activities • clubs, youth groups, classes , activities in which young people pursue their interests and hobbies; • activities contributing totheir personal, social and spiritual development; activities encouraging creativity innovation and enterprise; study support; and residential opportunities. • A wide range of other recreational, cultural, and enriching experiences. • includes Cultural Offer - Find Your Talent www.findyourtalent.org.uk • Opportunities to make a positive contribution to their community through volunteering, • leading action (including in arts and cultural activities and organisations ?) • campaigning • fundraising. • A range of safe and enjoyable places in which to spend time. • Somewhere to socialise with friends e.g. drop in youth centres and clubs Links to Cultural Offer NI 110 + DCSF annual gathering of activity data

CHILDREN'S SERVICES DIRECTORATE YOUTH SUPPORT Worcestershire’s journey so far “Planned Ambition for Youth Offer” – agreed and signed March 2008 by (statutory requirement) 6 District Councils, H&W Sports Partnership, Worcestershire CVYS Potential to bring together Sport & Cultural Offers and other elements into one consistent commitment to joint working to improve quantity, quality and variety of activities and opportunities and to tackle barriers to access Next Steps - moving to localisation – Children & Young People sub groups of Local Strategic Partnerships (LSPs) to coordinate partner organisations to undertake local needs assessment, planning and provision of activities and opportunities that deliver the local youth offer . with Direct line to new Worcestershire Children’s Trust Board With effective involvement of young people at all levels

CHILDREN'S SERVICES DIRECTORATE YOUTH SUPPORT Tackling the things that stop young people participating in positive activities • lack of appeal to young people – not what they want / need where and when they can use it • transport difficulties - can they get there (and back) without lifts ? • rural v town issues ? • Cost – POWpositive activities worcestershire • not knowing what’s on and where to go - lack of information regarding available activities and facilities.
