  4. CEOP Reference Sites Data Release Guidelines Data exchange guidelines: To comply with WMO Resolutions 40 (CG-XII) and 25 (CG-XIII) in particular: No financial implications. (2) CDA and data users: Commercial exploitation of CEOP data is prohibited. (3) Data users: No transfer to third parties. (4) Data release to data users: Turn-around period. Category 1 data: 6 months; Category 2 data: 15 months (5) Acknowledgement and citation (6) Co-Authorship for Reference Sites’ PIs recommended, collaboration base required if PI requests co-authorship (in particularfor category 2 data) (7) CEOP Publication Library at CDA Hans-Jörg Isemer, International BALTEX Secretariat, isemer@gkss.de

Proposal for the basic policy of MAHASRI data • To comply with WMO Resolutions 40 (CG-XII) and 25 (CG-XIII) : Free and unrestricted international exchange of the basic data, but some restrictions for the user community maybe added when requested by data provider • No commercial use • No transfer to the third party • Acknowledgement and citation • Co-authorship in case data provider requesting

Categories of MAHASRI-related datawith respect to data disclosure • Globally open data (cf. open source software) • Public domain (no rights reserved), or • Rights reserved but use & exchange unrestricted • Public-purpose data: for non-commercial use • (not uniform about conditions for commercial use) • Intra-MAHASRI data: shared by members • (not recommended in the context of WCRP) • Decision delegated to a specific DAAC. • Only in disputes IMASSC weighs in. • Pre-release data: restricted by the provider • Just for a pre-determined moratorium period

Types of MAHASRI data • CEOP reference site data (CEOP policy) • Automatic weather stations (AWS), etc. • Mutual commitment with NWP, strict deadline • “Semi-reference-site data” • AWS etc. Not rigidly following CEOP policy. • Operationally (real-time) exchanged data • Synoptic (SYNOP), radiosonde (TEMP), etc. • Quality-controlled version of oper. data • Daily precipitation, SYNOP, radiosonde • Intensive observations (exp. + oper.) • Simulation output, Assimilation product
