Emerging Innovation in Northern Europe Programme • Nordic-proposed initiative to strengthen Nordic-Russian co-operation, capacity building and networking among Nordic and Northwest Russian innovators • Financed by the Nordic Council of Ministers and the participating institutions • Target group: Nordic and Russian innovation institutions active in the academic and/or market driven innovation sphere • 10-15 participating institutions in 2010/2011

Emerging Innovation in Northern Europe Programme Aim of the programme • Promote and support the exchange of experience and knowledge in the sphere of innovation between Northwest Russia and the Nordic countries • Establish new contacts and professional cross-regional networks of innovators • Stimulate to new cross-regional investments and ventures

Emerging Innovation in Northern Europe Programme Co-operation Areas • Financingof innovation • Intellectual Property Rights (IPR) and protection of IPR • Start up of new ventures and risk-financing • Networks/incubators and clusters for innovation • Public-private partnerships • Familiarization of existing Nordic-Russian innovation co-operation

The Nordic Russian Exchange Programme for Local Civil Servants • Nordic-proposed initiative to strengthen Nordic-Russian co-operation, capacity building and networking among Nordic and Northwest Russian municipalities • Financed by the Nordic Council of Ministers and the participating municipalities • Target group: Nordic and Russian municipalities, approximately 25 municipalities are participating in 2010/2011

  6. The Nordic Russian Exchange Programme for Local Civil Servants Activities Seminars and study visits will be arranged in North- West Russia and all of the Nordic countries during 2010 and 2011.

The Nordic Russian Exchange Programme for Local Civil Servants Themes of the programme: • Municipal Environmental Governance including issues such asWaste management and Energy efficiency • Small and Medium-sized Enterprises focus on building networks between Nordic and North West Russian agencies working with SME support and developing joint projects within the spheres of innovation, agro processing and social services • Spatial Planning of Urban Areas focus onUrban planning and growing populations, green cities

  8. The Nordic Russian Exchange Programme for Local Civil Servants Expected developments • To introduce the two systems of local administration to all Nordic and Russian participants. • To enhance the knowledge of the Russian and Nordic participants of the themes as well as a better understanding of the practical work linked to the three themes. • To provide opportunities to widen and deepen the networks between Nordic and Russian municipalities for future co-operation. • That the knowledge gained during the programme will be implemented into the daily work of the municipalities.
