  3. Grassroots Advocacy: Save Health Care in Washington • 16,952 people sent messages to their legislators via the clinic card program • 3,007 emails were sent to legislators from 3 calls to action • 1 patient featured in a press event • 1 patient’s story featured in the Seattle Times

  4. Grassroots Advocacy in Action! • Healthy Washington Coalition holds rally to thank Governor Inslee and legislators for Medicaid expansion! • Featured speakers are two patients from Sea Mar’s Olympia clinics

  6. November Election • House expected to remain Democratic • Wrestling for control of the Senate - 3 main races to watch • 28th – Tami Green running for Senate • 30th – Eide leaving, Miloscia running as R • 48th – Tom leaving, Habib running

Budget Outlook Expected to Worsen • More investment needed for K-12 education (McCleary decision) • Projected $2.8 billion shortfall • Increasing Medicaid costs • Silver tsunami: Baby boomers lead to more dual eligibles, pressuring state Medicaid long-term care budget • Federal support for expansion phases down to 95% starting in CY 2017, state needs to pay 5% • Welcome mat increases state costs above projections

Marijuana Revenue Still Murky • I-502 passed in November 2012; 334 retail outlets set to open July 1 • 25% cannabis excise tax; distribution includes: • Substance abuse prevention and education, • Basic Health Plan Trust account (~50%), • Community Health Service Grants (~5%), and • General Fund • Legislation allows HCA to spend I-502 BHP Trust account funding on Medicaid managed care premiums
