  2. SVHGCP Organizational Structure • Program Manager- Anna Gaug • Grants Managers - Lisa Moore, Emmanuel Onyeobia and Demetrius Bussey. • Each state is assigned a grant manager. They are the main points of contact for questions related to application issues, project timelines and requirements, repayment and other general questions about the program or a specific project. • MAX.gov POC - Mehvesh Shereef • She can also assist with general questions as well as checklist and site issues.

  3. FY18 Year in Review and FY19 • FY19 annual appropriation - $150M • The first 35 projects were offered funding on the FY19 priority list

  4. Program Deadlines • April 15, 2020 • Initial applications due in Grants.gov for FY2021. • August 1, 2019 • Safety Citation Plans due. One submission per state is required for any of the state’s projects to be listed on the priority list. • Safety Certification Letters due. Any new application that is a safety project must submit the safety certification letter to be listed as a safety project. • State Matching Funds form (10-0388-6) and state authorization for project due. This includes new applications and projects currently in Groups 2-7 that now have matching funds. SMF forms are required to be eligible for VA grant funding. Note: Any projects that were listed in Group 1 of the previous FY do not need to resubmit unless the form is expired.

Program Changes: New Checklist The program considered feedback from States about common checklist complaints and issues that made the application process confusing or harder than necessary The new checklist layout is designed to be easier to understand and more instructional Most items are still required but the item number may have changed. The new checklist will be used for FY20 going forward. Currently funded FY19 projects will use the old checklist. VA staff will convert old checklists to the new checklist for the state automatically. The state will see updates made to project folders in MAX.gov over the next three months.

Safety Reminders • Safety is always VA’s number one priority • Annual Safety Citation Plans -due every year by August 1 from every state that currently has a project on the priority list -Due regardless of project type or if it is in Priority List group 1 (matching funds) or groups 2-8 (no matching funds). • Safety Certification of Safety Project : §59.50   Priority list (i) Priority group 1—subpriority 1. An application for a life or safety project, which means a project to remedy a condition, or conditions, at an existing facility that have been cited as threatening to the lives or safety of one or more of the residents or program participants in the facility by a VA safety office, VA engineering office, or other VA office with responsibility for life and safety inspections; a State or local government agency (including a Fire Marshal); or an accrediting institution (including the Joint Commission on Accreditation of Healthcare Organizations).

  11. Auditing and Proof of Compliance States must submit proof of Financial Audit of every project on MAX.gov after project has closed out within 90 days. Please point out where the grant audit findings are located in the document or weblink of it is not easily found. §59.124   Inspections, audits, and reports. (a) A State will allow VA inspectors and auditors to conduct inspections and audits as necessary to ensure compliance with the provisions of this part. The State will provide evidence that it has met its responsibility under the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards under 2 CFR part 200 and submit that evidence to VA. (b) A State will make such reports in such form and containing such information as the VA may from time to time reasonably require and give the VA, upon demand, access to the records upon which such information is based.

  12. Proof of Compliance Continued For certain projects, states have entered into an MOA to ensure compliance with the NHPA and receive grant funding. In these cases, as part of the close-out phase (Section C) states must submit proof that all MOA stipulations were executed.  States must also submit proof of compliance with the conditions that supported a Finding of No Significant Impact for the Environmental Assessment (EA). Please submit documentation that all best management practices, regulatory compliance, and management / protection / mitigation measures listed in the EA were executed during construction. These items can be put in the project’s folder on MAX.gov and will be checked off on part C of the checklist when reviewed. Please contact us for a list of acceptable types of documentation.

Other Helpful Reminders Reimbursement expenses eligible after date application was received and approved in Grants.gov Application date based on when all of the required parts of section A of the checklist are received Budget increases over 10% after initial application is approved requires a new application date or the state to cover the difference Unused grant funds not allowed to be spent on any other projects Early and consistent communication is key to grant success. If the state has not submitted an application recently, contact the program for a pre-application meeting to discuss helpful tips and reminders to make the grant application process as easy and smooth as possible.
