Solidarity organization of more than 20 million workers in 160 countries----------------------------------------------------------------------------------------------- • Public Services International is an international federation of trade unions and works in cooperation with the International Confederation of Free Trade Unions (ICFTU) and the General Conference of the Global Union Federations. • Founded in 1907 • consist of organisations of personnel employed in national, regional and local government; undertakings engaged in the production and supply of gas, electricity and water; waste removal, processing and recycling services; health, environmental and social services; educational, cultural and recreational services; construction and maintenance of roads and buildings; and other bodies whose function is to provide services to the public. PSI shall also accept into affiliation organisations of employees of international agencies established by associations of states or government authorities (Article 2.2 PSI Constitution 2002) Public Services International, www.world-psi.org

PSI is founded on the principle of solidarity between public sector workers throughout the world • promotes dialogue, concertation and international co-operation as a means of solving global problems • promote economic development based on the principles of human rights, social justice and development, especially for poorer countries and regions in the world • promote peace and environmental protection at the international, regional and national levels • It all promote through sharing resources, representing affiliates, education, co-ordinating the activities of affiliates and reciprocal support Public Services International, www.world-psi.org

PSI AIMS TO (1) • Promote and defend the creation and development of effective and efficient public services, which are equitable, accessible and affordable; • Ensure that the internationally recognised fundamental rights and principles at work of public sector workers are universally implemented; and to promote, implement and defend ILO Conventions, Recommendations and Resolutions which increase the wellbeing of affiliated organisations and their members; • Increase the capacity of public sector trade unions to organise and represent public sector workers, especially in those countries where economic, social and legal conditions impede the establishment and development of the trade union movement; Public Services International, www.world-psi.org

PSI AIMS TO (2) • Promote equality, and diversity and combat all forms of discrimination and specifically to: • Integrate equality policies and practices in all aspects of its actions; • Ensure equal representation of women and men in all its structures and those of its affiliates; • Ensure effective representation of affiliates of varying size and of special interest groups based on differing linguistic and other characteristics. • To work towards the establishment of a single international co-ordinating body for the public services Public Services International, www.world-psi.org

PSI provides unions a platform to speak for 20 million workers to the international organizations that influence jobs, wages and working conditions • International financial institutions – World Bank, IMF, Inter-Americas Development Bank, Asia Development Bank, European Bank for Reconstruction and Development • International governmental organizations – United Nations (ILO), European Union, OECD… • International trade organizations – WTO, Mercosur, NAFTA… • Multinational corporations – EdF, RWE, Suez, Endessa… Public Services International, www.world-psi.org

ASIA AND PACIFIC • 22 Countries, 3 Regions, 124 affiliate unions • Membership around 2 million • Since the last PSI world congress in 1997, the region has acquired a regional status, including a regional executive committee, and a regional secretariat based in Kuala Lumpur, Malaysia. It has adopted the name Asia Pacific Regional Organisation (APRO). Public Services International, www.world-psi.org

REGIONAL OUTLOOK • The Asia & Pacific region is the most populated part of the world and experiences an exciting diversity of cultures, religions, languages, economics and politics. • Religious, cultural and traditional influence is often very pronounced in some countries. The countries from the previous communist block have adopted a mix of planned and market economy but still completely deny establishment of free trade unions. • The Asian region has enormous economic potential (rich in natural resources), but these are unfairly distributed, poorly exploited and inadequately managed. • Regional grouping, this groupings increase contacts and trade and reduce tension and territorial disputes: ASEAN (Association of South East Asian nations); SAARC (South Asian Association for Regional Cooperation); The South Pacific countries Public Services International, www.world-psi.org

Major Challenge The region's paramount role is to work for the establishment of strong public sector unions in the developing countries, to accomplish responsibilities and commitment for an efficient and large public service, satisfy workers concerns, and ensure social justice. AIM AND OBJECTIVES • The highest priorities are the strengthening of public sector unions, the protection of human and trade union rights for its members, the support of democratic principles, maintenance of adequate and accessible public services and the establishment of social justice for all peoples in Asia-Pacific. • Act in accordance with the principles, goals and policies of Public Services International. • To coordinate the activities of affiliated trade unions; work for the attainment of equal rights and opportunities; promote the representation of common interests in the fields of economic and social policy with all appropriate institutions in Asia-Pacific; combat economic and social exploitation at every level; reject racial and gender discrimination of every kind. • To promote solidarity and understanding among public service unions organisations in Asia-Pacific and worldwide • To promote freedom of association and collective bargaining rights of public service workers in Asia-Pacific and worldwide Public Services International, www.world-psi.org

Achieving Aim and Objectives by • Promoting the development and strengthening of democratic and independent trade unions within its jurisdiction through union education and economic and social development programmes which aim to improve the educational, cultural, economic, social conditions and welfare of members of affiliated unions in Asia-Pacific. • Coordinating the activities of its affiliates in Asia-Pacific and, at the request of PSI, representing the affiliates in relevant regional activities and with regional and international institutions. • Extending the opportunity of membership of PSI to all democratic public service unions and employee organisations • Publicising the objectives and achievements of PSI and the APRO-PSI. • Co-operating with the ICFTU’s regional organisation (ICFTU-APRO) and with other Global Union Federations, institutions and organisations operating in Asia-Pacific. • Implementing the PSI and APRO-PSI Action Plans Public Services International, www.world-psi.org

To facilitate activities in this region, PSI has introduced four sub regions • South East AsiaIndonesia, Malaysia, Philippines, Singapore, Thailand • East AsiaHong Kong-China, Japan, Korea, Macau-China, Mongolia, Taiwan-China • South Asia Bangladesh, India, Nepal, Pakistan, Sri Lanka • OceaniaAustralia, New Zealand, Cook Island, Fiji, Papua New Guinea, Samoa, Salomon Islands, Tonga, Vanuatu Sub-regional offices is to facilitate communication with the region and takes account of the cultural diversity Public Services International, www.world-psi.org

  16. PSI privileges regional meetings • The APRECON (Asian and Pacific Regional Conference) is the highest-ranking regional body, which meets once during the period between two PSI congresses. The APRECON determines the main lines of regional policy. • APREC (Asian and Pacific Regional Executive Committee) manages the organisation during the period between the APRECON meetings. It meets at least once a year. • The SUBRAC (Sub-regional advisory committees) advise the Regional Executive Committee and the Regional Secretary on matters specific for each sub-region. The SUBRACs meet once a year in each sub-region and act as a liaison body between the Regional Executive Committee and affiliates' national committees.
