Fundamentals • The effects of climate change are an important challenge also for transport, building and urban development policy. • Human activities are the main cause for climate change. • Aim: Strategy of sustainable development. • Core element are: • – the increase of renewable energies and • – the improvement of energy efficiency. Energy efficiency –Issue for cooperation in the Baltic Sea region • Energy efficiency – an importnat issuefor the cooperation in the Baltic Sea region • The seas in the EU should not act as barriers, but • develop into centres of cooperation. • France advocates a Mediterranean Union. • Germany supports this initiative. • At the same time Germany is lobbying for greater • cooperation in the Baltic Sea region Staatssekretär Dr. Engelbert Lütke Daldrup

Energy efficiency –Issue for cooperation in the Baltic Sea region • The Baltic Sea is a region where transnational cooperation is making good progresse • The enlargement of the EU to the East opens up new opportunities • At the Baltic Sea a close partnership between old and new EU Members is developing • The Baltic Sea can almost be regarded as an „Inland Sea of the EU“ • But the Baltic Sea partnership should also include non-EU countries Staatssekretär Dr. Engelbert Lütke Daldrup

  5. EU Baltic Sea Strategy Initiative of the EU heads of state and government- Germany is committed to this initiative- Action plan will be presented in June 2009 - Main point of interest of the Swedish EU Council Presidency Staatssekretär Dr. Engelbert Lütke Daldrup

EU Baltic Sea Strategy Aim: Sustainable development of the entire Baltic Sea region on four main levels: - Promotion of an ecologically sustainable development - Promotion of growth and wealth- Unimpeded access to the regions for transport and energy supply- Protection against accidents, natural disasters and external dangers Staatssekretär Dr. Engelbert Lütke Daldrup

EU Baltic Sea Strategy Network of cities and communities which carry out sustainable measures * Ensuring energy efficient supply* Promotion of energy efficient buildings * Promotion of small and medium-sized enterprises also for research and development of energy efficient products Staatssekretär Dr. Engelbert Lütke Daldrup

European spatial and urban development policy Energy efficiency is an important element of European spatial and urban development policy • Political framework: • Territoriale Agenda of the EU (TAEU) • Leipzig Charter on Sustainable • European Cities TAEU und Leipzig Charter emphasize the integrated approach.This includes especially environmental protection and this also means energy efficiency Staatssekretär Dr. Engelbert Lütke Daldrup

European spatial and urban development policy • Recommendations of the ministers responsible for spatial development in the Territorial Agenda: • Inclusion of all policy areas • Dialogue of all stakeholders of territorial development • Comprehensive territorial approach across state borders • But at the same time: Better use of the territorial diversity in Europe • Better European networking of • urban regions and cities Staatssekretär Dr. Engelbert Lütke Daldrup

Cooperation in urban and spatial development policy • Inclusion of energy efficiency into the cooperation in the Baltic Sea region also • corresponds to TAEU • This applies in particular to the transnational • cooperation (Interreg III/IV B) in the Baltic Sea region • Interreg projects can develop model solutions • EU Baltic Sea Strategy can build on former cooperation initiatives in spatial and urban development policy. Current Interreg projects for energy efficiency • Urb.Energy • (Energy Efficient and Integrated Urban Development Action) • Time frame: October 2008 – January 2012 • 15 partners from 6 countries (D/PL/LV/LT/EE/BR) • Lead Partner: Deutscher Verband (DV) (German Association) • Federal Ministry of Transport, Building and Urban Affairs (BMVBS) supports the project with a grant from the federal programme for transnational cooperation • Aims, subjects, results • Improving energy efficiency in the building stock • Improving the neighbourhood environment • Neighbourhood-related energy supply including renewable energy sources • intelligent financial and management concepts for the implementation of concrete investment measures Staatssekretär Dr. Engelbert Lütke Daldrup

Current Interreg projects for energy efficiency • Longlife • Tiem frame: 2009 – 2012 • 12 project partners from 4 countries (D, PL, LT, DK) • Lead Partner: Technische Universität Berlin (Technical University Berlin) • Aims, subjects, results • Increasing energy efficiency in housing development • Improving quality of building materials and technologies • Technological optimisation of resource utilisation • inclusion of long-term lifecycle aspects • Comparative analyses • Development of standards and criteria • Implementation through the example of a prototype in new housing development • Recommendations for EU Directives Staatssekretär Dr. Engelbert Lütke Daldrup

Political objectives for energy efficiency • The most important decisions: • 2007: „Integrated Energy and Climate Programme“ of the Federal Government • 2008: „Energy-Climate Package“ of the EU • The aim at EU level: Energy efficiency (across all sectors) is to increase by 20 % between 1990 and 2020. This aim is unique in the world up to now. Staatssekretär Dr. Engelbert Lütke Daldrup

Policy for the improvement of energy efficiency • CO2 Strategie for passenger cars • CO2 reduction through a determination of the maximum fuel consumption or the relevant CO2 emissions of newly registered passenger cars • Reduction of CO2 emissions from 160 g/km today to 120 g/km in 2015. Long-term goal: 95 g/km in 2020 • Reduction to 130 g/km has to be achieved through improved engine technology, another 10 g/km can be achieved through additional measures(tyres, Use of bio fuels). Incentive for the manufacturers to develop more energy-efficient engines. • Fines in case of non-compliance Staatssekretär Dr. Engelbert Lütke Daldrup

Marine spatial planning • Foundations: • Strategy of the Federal Government for the use of wind energy at sea • Decisions of the Federal Government on an integrated energy and climate Programme • Aim : • One spatial plan each for • the German Exclusive Economic • Zone in • the North Sea and • the Baltic Sea Staatssekretär Dr. Engelbert Lütke Daldrup

Marine spatial planning • Designation of priority areas for wind energy • Aim: Capacity of approximately 25,000 megawatt offshore wind energy by 2030 • at present the first instalment of • approximately 11,000 megawatt is to be secured • Situation: Regional impact assessments are still underway. Support programmes for energy-efficient building and refurbishment – economic stimulus package I • Improvement of the energy efficiency of residential buildings and buildings of the municipal and social infrastructure • Competition „Improving the energy efficiency of large housing estates“ • Increase of the tax relief for craftsman‘s work in private households • Investment pact • Increase of the funds for the support programmes to approximately 1.5 billion Euros annually • Investment offensive infrastruktur Staatssekretär Dr. Engelbert Lütke Daldrup

Energy Conservation Ordinance 2009 Key points : • Tightening of the requirements for the primary energy by 30% on average- for new buildings and - for major modifications of existing buildings This applies to residential and non-residential buildings Staatssekretär Dr. Engelbert Lütke Daldrup

Energy Conservation Ordinance 2009 • Additional key points: • Extension of individual upgrading obligations • Gradual shut-down of night storage heaters from 2020, up to then accompanied by financial support • Stricter enforcement through more intensive obligations for private evidence by means of declarations by executing firms • Stricter enforcement through fine regulations in case of intentional violations or serious negligence of central energy conservation regulations Staatssekretär Dr. Engelbert Lütke Daldrup

German „Sustainable Building“ Quality Label • Since 2001 in Germany efforts to • introduce a new concept for planning, • construction and use of buildings. • Aim: Holistic observation of costs during • the entire useful economic life of the • building • This objective is served by the • introduction of a German „Sustainable • Building“ Quality Label • A „building mark“ and a „site mark“ will be • awarded. German „Sustainable Building“ Quality Label • The building mark is composed of five partial marks: • ecological quality • economic quality • socio-cultural and functional qualtity • technical quality • process quality • The certification system is curently only oriented towards office and administrative buildings • It is meant to act as a voluntary market system.
