Diagnostic Reviews

1. Diagnostic Reviews 2014-2015 for Cohort 2 Priority Schools and Districts • Kentucky Department of Education and AdvancED Kentucky • A diagnostic review/leadership assessment occurs every two years for schools identified as Persistently Lowest Achieving (Priority Schools in 703 KAR 5:225, 703 KAR 5:120, & 703 KAR 5:180) • Districts without capacity will receive a Diagnostic Review • The purpose of this webinar is to provide an overview of the timeline and elements of the process in order to facilitate planning for the 2014-15 school year.

3. Support & Preparation • Self-Assessment and required diagnostics due in ASSIST by November 14th • Tasks to complete the “Diagnostic Report” in ASSIST have already been set and can be accessed today from the “Portfolio Tab” in ASSIST. • Meet with school and district leadership prior to 14-15 school year • Differentiate support based on feedback from in-person meetings with Cohort 2- Continuous Improvement Summit. September 22, 8:30-11:30 • Begin planning process for conducting new/revised Self Assessment for all 5 standards • Begin planning process to complete stakeholder surveys as early as possible (Students, Teachers, & Parents)

4. Analysis & Feedback • All Cohort 2 Schools and Districts will receive either: *1. Diagnostic Review- Progress on Improvement Priorities and the 5 AdvancED Standards. 2. Internal Review- Progress on Improvement Priorities and Standard 3 * 703 KAR 5:180: Leadership capacity determination and recommendation made to the Commissioner- Dr. Holliday

5. Diagnostic Review • Notified by November 26th (Target Date) • Scheduled visits will begin in January 2014 • Team visit (Sunday through Wednesday) School or district team present on Sunday night. • Will follow AdvancEd Diagnostic Review process

6. Diagnostic Review or Internal Review Determination Process • First level: application of Turnaround Formula & School Report Card Data • Second level: deep dive- quarterly reports and Self-Assessment of standard 3 • Monitoring feedback for schools and districts After the review process has been completed KDE will notify schools and districts if they are receiving a Diagnostic Review or an Internal Review

7. Internal Review Meeting For Schools & Districts Not Receiving a Diagnostic Review • Notified by November 26st • Process will begin in January 2015 • Purpose: Review Self-Assessment and provide feedback to Priority Schools and Districts who do not receive a Diagnostic Review. Schools and districts will address improvement priorities from previous diagnostic review and have an opportunity to tell their story during a two day visit. A. Process is closely aligned to Diagnostic Review 1. Completed Self-Assessment (Standard 3 Ratings) 2. Quarterly Reports 3. Improvement Priorities from last leadership assessment and evidence of how they are being addressed. B. The work is focused on the first day of the visit. The second day is to allow for wrap-up of details. C. A written report will be provided with next steps and required actions after the two day visit.

8. Turnaround Formula • The Turnaround Formula (June 2013) • Rationale: The purpose of the turnaround formula is to assist Priority (PLA, Cohort 1,2,3) schools in determining how they are doing in the concept of turnaround by combining whether they are meeting the standard in each of four categories. Graduation & Percentile carry additional weight due to importance. Bonus points are possible for building a growth system based on PLAN and EXPLORE. • Exiting Priority Status • Must make AMO 3 years in a row. Did they make it this year? Yes No • Having a graduation rate of 70% or above 3 years in a row. Did they make it this year? Yes No • Must have an overall score above the 5th percentile rank. Did they make it this year? Yes No • Making the delivery targets established by Office of Accountability based on the Unbridled Learning requirements • Did the school meet its target in College and Career Readiness? Yes No • Did the school meet its graduation target? Yes No Does Not Apply • Did the school make at least 40% growth? Yes No • Did the school meet its closing the gap target? Yes No • Did the school meet its proficiency target? Yes No • Evidence of building a system to build turnaround in ACT • Did the school meet or exceed the % average gain of its peer group (economic band) on PLAN? Yes No Does Not Apply • Possible bonus if exceeds state average of all bands • Did the school meet or exceed the % average gain of its peer group on EXPLORE? YES No Does Not Apply • Possible bonus if exceed state average of all bands • Turnaround • Did the school meet or exceed State Average on CCR • Did the school meet or exceed State Average on ACT • Did the school meet or exceed State Average on EXPLORE

10. Supporting Details • Districts without capacity will receive a Diagnostic Review. Possible the Priority School would not receive a Diagnostic Review even though the district would receive one. • Districts receiving a Diagnostic Review would have their Priority School’s classrooms observed to inform the district report if the school did not receive a Diagnostic Review. Priority School staff would be interviewed.

11. Supporting Details • If a Priority School is determined to have an Diagnostic Review. Then the school district would receive a Diagnostic Review • All Priority Schools and Districts will be informed of whether they are receiving an External/On-Site Review or Internal Review with Leadership by November 26th 2014(Target Date).
