Purpose • Provide update on progress of our work • Seek approval of work plan for two subprojects initiated after last Council meeting at Lac Carling • Canadian Service Delivery Markup Language development (action plan item# 2.15.3,8) • Pan Canadian Registry Proof of Concept (action item# 2.15.4, 6) • Seek approval of funding model and funding support for Pan Canadian Registry project Draft for Review

Review of key Objectives of XML Subcommittee Objectives • Leverage the capabilities of national XML/Information Management standards in enabling inter-jurisdictional service delivery • Pilot Pan Canadian Registry as the hub for sharing national standards and reference models across jurisdictions Draft for Review

Progress since Lac Carling conference (May, 2004) • prepared and agreed on draft Project Charters by subcommittee members • Appointed project lead for two projects • Industry Canada for CSDML Development • Treasury Board Secretariat for Pan Canadian Registry • Obtained primary project funding support for both projects • Align work plans for subcommittee and sponsoring organizations (on-going) • Recruit project team members (on-going) • Negotiating software license and hardware support from vendors (Sun Microsystems) (on-going) • Engage and align with other subgroups such as Privacy, Information Security, ISD and IAA work group • Evolving a funding model for project work Draft for Review

CSDML Development project • Goal: to further develop the Service Discovery vocabulary based on XML and identify potential applications in member jurisdictions • Deliverables: a complete Canadian Service Description Markup Language (CSDML) for service discovery (service delivery capabilities planned) • Project lead: Jane Stewart of Industry Canada • Funding requirement: none, funded by Management Government Information (MGI) program Draft for Review

CSDML Development project (cont’d) • Major milestones: • Work plan completion – September, 04 • Business requirements definition – November, 04 • Iteration 1 of CSDML – December, 04 • Import into Registry – January, 05 • Iteration 2 of CSDML – February, 05 • Prototype CSDML in pilot applications (tbd) – March, 05 • Further iterations (tbd) – April, 05 • Document findings – April, 05 • Present findings – May, 05 Draft for Review

Pan Canadian Registry PoC Project • Goal: setup an interjurisdictional Registry based on ebXML standards and import a number of jurisdictional standards in identifying governance and funding issues • Deliverables: an operational national Registry to be hosted in Ottawa by PWGSC with imported CSDML, Canada Public Safety Information Network (CPSIN) and Ontario’s Common Data Elements Schema (CDES) • Project lead: Treasury Board Secretariat and with PWGSC as a major contributing partner to the project • Funding requirement: mostly funded by MGI, additional $50,000 required from PSCIOC to test the importing/exporting of artifacts to Registry by members Draft for Review

Pan Canadian Registry PoC Project (cont’d) • Major milestones: • Work plan completion – September, 04 • Functional requirements definition – October, 04 • Setup & configure Registry (Ottawa) – November, 04 • Setup & configure Registry (Toronto) – December, 04 • Import into Registry (CSDML, CDES)– January, 05 • Prototype Registry in Community Of Interest environment by participating jurisdictions – February - March, 05 • Test Registry replication between Ottawa, Toronto locations, February - March, 05 • Document findings – April, 05 • Present findings – May, 05 Draft for Review

Potential Applications for CSDML and Registry • BizPaL implementation using CSDML as base • Senior’s Portal Phase 2 (based on CSDML and Corresponding Information Models) • CBSC/COBSC implementation based on CSDML and Registry in Ontario • eContact, Business Gateway, Canada Revenue Agency (being investigated by Industry Canada) • Security vocabulary based on IAA (future) • Open Source Software shared code in Registry (future) Draft for Review

Discussion Points • Need Council to be the approval body for this committee's work, such as approval of national XML/IM standards and registry operational model • Proposal for a funding model with member funding (eg. MGI), donation in kind from members (time), vendor donations (software, hardware) plus Council funding, such as Registry project where donation in kind is insufficient to meet the project objectives Draft for Review

  12. Approval • Approval for up to $50,000 to test the pilot Registry’s importing/exporting capabilities by member jurisdictions • Approval for basic principles of a Governance model for national XML/IM standards Draft for Review

Glossary • CPSIN – Canada Public Safety Information Network is an XML based data standard developed by Solicitor General Canada, the Registry will import and publish CPSIN standards to all subscribed users in pilot mode • ebXML – Electronic Business XML is an international standard for conducting eBusiness and eGovernment transactions, the Registry is based on the set of standards for formatting its data contents as well as establishing access protocols for member use • MGI – Management of Government Information is a federal policy under which approved IM related projects will receive funding. Both projects are funded by MGI. Draft for Review

Glossary (cont’d) • CSDML – Canadian Service Description Markup Language is an XML based vocabulary being proposed as a national standard for defining Programs and Services • CBSC/COBSC – Canada Business Services Center/Canada Ontario Business Service Centers are information discovery service offered by Industry Canada to businesses across the country, it provided the environment and funding for CSDML phase 1 development • BizPaL – On-line Business Permits and Licences service PoC initiated by GoC with provincial and municipal participations; will utilize CSDML as base for defining services Draft for Review
