Project Objectives • Detailed objectives are as following : • Building human as well as institutional capacity in the field of ICT through a range of targeted training, education and knowledge sharing measures • This Project urges for a demand-driven bottom up approach; • The methodology will facilitate and consolidate the ownership of the project by the beneficiary countries; • In general terms, this project will pay specific attention to link the substance of policy and regulation to Capacity Building.

  4. Sub Project 3: ITU-EC Project for the Pacific Islands 4 • 2 year programme • 15 Countries • Aims at building human capacity in the field of ICT through a range of targeted training, education and knowledge measures; • Consider in-country assistance – hiring experts from the region; • Recipient countries will agree on topics to be covered by this project.

Possible Partners • Country-level organisations • Bodies responsible for ICT policy and regulation • Organisations representing the ICT service industry & ICT consumers • Organisations responsible for ICT capacity development (CoEs, etc.) • Regional & international organisations: • SPC • PITA • PIFS • ITU HQs and Regional Office for Asia and the Pacific • International organizations e.g. World Bank, UNDP, UNESCAP, UNESCO etc., Bilateral e.g. Australia, NZ • European Commission

Main Objectives • To build local capacity and to facilitate the establishment of enabling and sustainable telecommunication/ICT policy, regulatory, legislative and strategic frameworks to accelerate ICT development in, and among countries in the Pacific Sub Region, to maximize economic and social benefit. • To serve national priorities in line with the goals of WTDC06 and WSIS Action Plan

  7. SPECIFICALLY FOR THE PROJECT LAUNCH AND PLANNING MEETING

Objectives of the Planning Meeting • Formally present the ICB4PAC project to stakeholders • - Provide opportunity for stakeholders to identify the main areas of regional focus and the priorities for the project • - Identify relevant resources and technical cooperation requirements in the region • - Finalise the project’s scope and work plan, including deliverables at the regional and country levels • Determine the project implementation modalities and mechanisms for stakeholders’ participation & ownership • Identification of project teams and contact points • for each country

  11. Tentative List of Topics • National ICT Policy Plan/Strategy  • Frequency/Spectrum management • Numbering Plan • Universal Service/Access • Definition: scope of the concept • Who contributes? What areas are eligible • Who controls the funds (regional?) 5 Cyber security: • Cyber legislation (Australia has supported cyber SPAM which is more limited); • CERT; • Licensing (convergence & technology neutrality) • Interconnection 8 Cost Modeling

Project Implementation – 2 Stages • I) Regional Development - Preparing proposals for regional guidelines on ICT policies, legislation & regulations based on best practices & country experiences • II) Country Implementation - Transposition of these guidelines into national policies, laws & regulations, including capacity building • Based on the agreed Topics

Project Implementation 1 • Regional development stage • a) Starts with a Planning Meeting to validate project areas • Set priorities & define assistance requirements • b) Gathering of information, situation analysis & assessment • c) Development and approval of roadmap with timeframes • d) Formulation, validation & endorsement of regional guidelines for country ICT policies, legislation & regulations

  14. Project Implementation cont’d • II) Country implementation stage • a) Adaptation of the regional guidelines to country conditions • b) Assistance in the implementation of the country policies, legislation and regulations • c) Training and other capacity building activities

  15. Implementation Modality • International Experts – conduct work taking into account international best practice • Review Team – Senior Expert & Focal Points • Publication of knowledge – build central data base for best practices in the Pacific Islands as a knowledge sharing mechanism

Implementation Modality 2 • Create Pool of Experts – You nominate names to put into database • Proposed Structure – • Senior International, Regional Experts and Focal Point – Review Team • International Experts – Do the Job • Focal Points – Provide Input and Agree TOR, Draft Report/Doc etc • Regional Experts/Organisations – provide input and Agree TORs, various documents Time Frame – Dec 2009 – Aug 2011

  17. Country Contributions • Very important for the Project to have Committed Focal Points • Summary will be presented before Session 4 • Further Amendment or Changes to be given to me during Morning Tea or Lunch at the latest • All topics are relevant

  18. Critical Success Factors • Country commitment /political will for collective action -> contribution of resources – Committed Focal Points • Regional institutions –> ready to provide support (expertise, experience) to the project in their areas of concentration • Project team -> specialist expertise with good understanding of the Pacific Island context
