BGREI Districts in Bihar • 23 districts covered( 10 districts common ) • Under Paddy : Bhagalpur, Kaimur, Khagaria, Munger, Nawada, Purnea, Rohtas, Saran, Sheikhpura, Vaishali • Under Wheat : Gaya, Saharsa, Siwan • Common Districts : Arwal, Aurangabad, Begusarai, Bhojpur, Buxar, Gopalganj, Jehanabad, Lakhisarai, Patna and Sheohar

ROLE OF NABARD IN BGREI • Ensuring Adequate Credit to farmers • Ensuring convening of Special SLBC meetings • Monitoring credit flow to Agriculture at the State level • Preparing district specific credit plans/ targets • Monitoring the credit flow at the district level • Ensuring opening of KCC accounts of farmers • Bring more farmers under the fold of JLGs / SHGs • Ensure revision of Scale of Finance by the DLTC • Impress banks to expand their outreach • Strengthen the Short Term Co-operative credit structure

Action Initiated • Special SLBC held on 18.05.2011 chaired by the Hon’ble C.M. • Quarterly SLBC meetings being held regularly chaired by the Deputy C.M. • Last SLBC meeting held on 11.05.2013 attended by Hon’ble Union Finance Minister & Chief Minister • Regular intense monitoring at the State level • DCC/DLRC meetings being held at the district level regularly. Performance being monitored. DDMs of NABARD invariably participate in all meetings • DDMs of NABARD in 20 out of 23 BGREI districts • Three districts viz Patna, Vaishali and Lakhisarai are looked after by exclusive officers from NABARD RO at Patna

Action Initiated contd..... • DDMs of NABARD discuss with the Agriculture dept at the district level and make projections for the credit requirement in the PLPs • PLPs for 2013-14 prepared for all districts of the State • The PLPs aggregated to State Focus Paper • SFP presented to stake holders in State Credit Seminar on 9.2.13 chaired by Deputy C.M. • Agriculture projections for credit to agriculture 30286 Cr. of which 21364 Cr. for crop loan • Projections of NABARD have been accepted both at the State level and at the district level as Annual Credit Plan for 2013-14

  8. Other Achievements during 2012-13 • 15046 JLGs sanctioned and Rs. 142 Cr. disbursed • For 13-14 JLG target fixed at 60,000 • 30297 SHGs provided Rs.198 Cr. loan • Target for 2013-14 fixed at 1,10,000 • 8.6 lakhs new KCCs and 13.7 lakhs KCC renewed • Credit disbursed is Rs.14477 Cr.

NABARD Specific Initiatives • NABARD provided Rs.1077 Cr. concessional refinance on Short-term Credit to RRBs/Co-ops during 2012-13 to ensure low interest rate to farmers. • NABARD provided 460 Crores at concessional rate • Rs.2000/- provided as incentive to JLPIs (Joint Liability Promoting Institutions) for promotion of each JLG • NABARD sanctioned incentive to JLPIs for promoting 22340 JLGs during the year

NABARD Specific Initiatives contd….. • NABARD sanctioned grant support for promoting 36000 (including 16000 for LWE/ Backward districts) no. of SHGs during the year • For LWE districts, support provided to ‘JEEVIKA’ (NRLM nodal agency) for promotion of SHGs • 1400 no. of Farmers Clubs opened during the year taking the total to 5794 • Introduction of CBS in Co-op(95% branches on CBS)

Strategies • Regular review in the SLBC • Regular review in the DCC/DLRC meetings • Special review of districts with low CD ratio • Adequate credit projection in PLPs – DDMs advised to discuss the credit requirement of the BGREI districts with the LDMs and Agriculture officers and make adequate credit projections • DDMs advised to associate in district level BGREI activities • Promotion of more JLGs/SHGs • Promotion of more Farmers clubs • Issue of more KCCs • Issue of KCC as Rupay cards
