  3. Historical Perspective • Air pollution – not directly related to transport • Smog : coal fires • Polluted cities : industrial pollution • Ozone layer : aerosols • Transport and pollution the responsibility of different government departments A lower priority politically?

  4. Liverpool – a changing city • Experiencing regeneration • Economic resurgence • Stabilising population • Increasing City Centre population • 6,506 in 1991 (excluding students) • aim of 18,000 by 2008 • Capital of Culture 2008

Less Positive Aspects • Low levels of car ownership, but high levels of usage • High levels of cycle ownership, but low levels of use • Economic growth will result in increased car ownership • Air pollution a problem caused by transport • Two Air Quality Management Areas declared A consequence of regeneration?

  6. Why Tackle Air Quality? • Poor air quality can inhibit regeneration • A clean and safe environment is essential to attract investment and people to the city • An environmental stewardship duty • Legislation

Liverpool – A Changing City • Stage 4 – Review and assessment identified traffic as major contributor to elevated NO2 levels. • Air Quality Action Plans (AQAP) are a statutory requirement under Section (85) of the Environment Act, 1995. • The Action Plan was drawn up with 24 Stakeholders and was produced by Liverpool AQAP Steering Group.

  8. Air Quality Management Areas • Two Areas declared • AQMA 1 City Centre • AQMA 2 M62 Rocket Junction • Local road emissions account for 60% of NO2 in the city centre and 50% at the Rocket • Air quality is a more complex problem with many causes and solutions.

  10. AQMA1 – City Centre • Covers all of the city centre and waterfront • Major cause of pollution is HDVs (incl. buses and lorries)

  12. Issues and problems • Lack of control over bus fleet • Emissions • Engine types • Routing • Layover • No control over traffic flows on motorways • Do we risk transferring the AQ problem? • Traffic restraint versus economic regeneration?

  13. Partnership Approach • Joint problem - shared solutions • Internally: Highways, planning, DC and EHTS • Local Transport Plan partners • Businesses • Developers • Public Transport operators • Neighbouring Authorities and regions

Local Transport Plan • LTPs are statutory documents • Focus on transport ‘shared priority’ by DfT • Improving accessibility • Tackling congestion • Improving safety • Tackling pollution and air quality • Onus on second LTP to tackle air quality problems • Improved air quality an outcome that LTP2 must deliver • AQAP must be integrated with LTP • Recognises need for joint approach

Objectives of the AQAP To pursue the air quality objectives laid down in the national Air Quality strategy whilst: • Improving the quality of life and health of the residents and workers in Liverpool • Acting in a cost-effective manner, through careful selection of options • Integrating our work with other Council strategies and the activities of Council Departments particularly LTP2 • Taking account of the needs and views of local people • And, acting, where possible to stimulate local employment and the local economy.

CATCH and Air Quality • AQAP- match funding for consultants’ report • Cycle Training - Pilot scheme with travel plan schools and businesses • CCMS- Design work for walking, cycling and public transport improvements in the city centre • Individualised Marketing- focussing on areas of high car ownership to bring about modal shift • Particulate Traps- 16 buses fitted with combined Exhaust Gas Recirculation and Continuous Regenerating Trap (a further 89 buses fitted diesel particulate filters) • Shuttle Buses- 6 diesel/electric hybrids reducing emissions in city centre • Partnership working is key to spreading messages and delivering outcomes

  18. CATCH • Training • Publicity • Education/awareness raising All vital messages that cannot be funded through the LTP process

What have we learned? • Air quality has major effects on health, society, economy, regeneration and environment • Broad range of solutions: far reaching effects • Joined up approach essential • AQMA embedded in the Local Transport Plan process • Partnerships • Tackle the problem, not the effect

Further issues • Importance of revenue funding for ‘behavioural’ projects that cannot be funded through LTP process • Importance of CATCH initiative • Lack of control over quality and operation of bus fleet • CATCH bus fleet a notable exception • Quality Contract? • Need national approach to demand management Will we simply move the AQ problem?
