  1. Motorola Ballot Comment #10 • Addresses a bug in the Release A standard – 3 fields omitted from an overhead message • In original Release A, TD & 3X related information was added to overhead messages: • Transmit Diversity (TD) fields were included in Extended CDMA Channel List Message (ECCLM) • 3X fields were included in MC-RR Parameters Message (MCRRPM). • information sent on the BCCH only (not PCH) • Reason for adding the information: • Support channel hashing based on mobile/base capabilities (i.e. after idle handoff) • For TD, some fields were omitted and so the feature is broken (3X is OK).

Conclusion • BCCH code rate, data rate, and walsh code for TD must be added to BCCH-version of ECCLM • Without this fix, TD_INCL will likely never be set to ‘1’ in the ECCLM, and the fields currently associated with TD_INCL will not be used. The feature is broken. • Unrelated to “Sync Channel Issue”: • Does not help 28-octet problem in any way, since fields not added to PCH-version of ECCLM (a must to resolve the “Sync Channel Issue”). • This feature requires BS to send Release-A (PREV=7) SCHM • This feature can be used to minimize the length of the SCHM to 30 or 31 octets. This is a new application of an existing feature (i.e. not the original intent of the feature).
