  2. I. MAIN DATA ABUOT WARSAW COMMUTER RAIL 1. THE BACKGROUND AND THE RISE OF THE COMPANY Warsaw CommuterRailisover 80 years old. Warsaw – Grodzisk line was set inmotionin 1927 as the first regular electric railin Poland. Buildingbecamefundedwithprivatecapitalsentirely. AftertheSecondWorld War the Company was nationalized and passed on to thePolish State Railways (PKP). In 2000 the PKP Warsaw CommuterRail Ltd was separatedfromthePolish State Railwayswithitsownbudget and Management Board. In 2007 theLocalConsortiummade of MazovianVoivodeship and Communes of: Pruszków, Podkowa Leśna, Milanówek, Grodzisk Mazowiecki, Brwinów and Michałowice bought 100% of itsshares. www.wkd-sppw.eu

  4. 3. ACTIVITY Warsaw CommuterRail Ltd (WCR) providespassenger transport services withinthesouth-westernmetropolitanarea for theinhabitants of sixcommunes and for threedistricts of Warsaw. The Company offers transport services at the following route: Warsaw ŚródmieścieWCR – Grodzisk Mazowiecki with a branch line to Milanówek. The total length of the line is 35,2 km and consists of 4 stations and 24 passenger railway stops. Warsaw Commuter Rail LTD is the infrastructure manager in connection with the Railway Transport Act and provides the passenger transport services on managed railway lines. WKD to realize these tasks uses its own assets, which consists of: the rolling stock, a power overhead line, a power-cable line, traction substations, telecommunication-cable or wireless line and maintenance workshop. The rolling stock operated on the WKD line includes 31 EN94 electric articulated trains and one EN95 articulated train, all adapted to the voltage of 600V DC. All rolling stock inspections and repairs are carried out by the Company on its own using objects and installations located at its workshop. www.wkd-sppw.eu

DETAILED GOALS • IncreasingtheWCR’sefficiencythroughtheincreasedsupply of seatsinthecarriageoffer • Increasingthereliability of the system by replacing of the rolling stockwith a modern and a brand-new one • Increasingthesafetyatthe WCR lines thanks to implementingpassengerinformationsystem and monitoring of trains and stations • Creatingan image of a public transport as a modern one • Increasingtheshare of public transport intheoverallamount of passengertransport www.wkd-sppw.eu

ACTIVITIES IN THE CONTEXT OF THE PROJECT • Purchaseof 6 new electric tractionunits (MTU) • Puttingin place a PassengerInformation and Monitoring System (PIMS), based on GPS system (location), GSM (transfer of information) and electronic informationboardsat WCR stations, as well as visual monitoring atthestations and intrains • Trainingof the WCR personel inoperatingthe electric tractionunits (MTU) and thePassengerInformation and Monitoring System (PIMS) www.wkd-sppw.eu

RESULTS OF REALIZATION OF PROJECT High potential of thisproject will allow to attainsubstantialbenefits: • Significantimprovement of travelling comfort and itsqualityfofall WCR passengers • Fulladaptation of the rolling stock to service disabledpassengers • The increase of trainaccessibility for disabledpassengers • The shortening of passengerexchangeathalts • Completeintegration of WCR trainswithothermeans of public transport of Warsaw metropolitanarea • The increase of transport offeratthe most overcrowdedline • The increase of transport safety and thepassengers’ safetythanks to introduction of PassengerInformation and Monitoring System www.wkd-sppw.eu

ORGANISATION OF THE PROJECT Project Management Comittee (PMC) appointed to managethe Project, will consist of: • Project Manager • Expert on Finances • Expert on Orders Project Management Comittee will be directlyresponsible to the WCR Limited LiabilityCompany’sBoard. PMC will be responsible for theday-to-day management of the Project in WCR and inthiscontext, it will cooperatewiththeIntermediate Body, SPCP. The SteeringComittee will carry out overallsupervisionovertheProject’sexecution. It will consist of: President of the WCR Limited LiabilityCompany’sBoard, the Financial Director of the WCR Limited Liability Company and a representativefromtheowners of the WCR Ltd Co. www.wkd-sppw.eu

JUSTIFICATION OF THE PROJECT • The execution of thisprojectdimnishesdifferencebetweenthesocio-economic development of Poland and of othermoredevelopedEuropeancountries. • The projectdirectlyintensifiesthe development of the transport sectorinthe Warsaw metropolitanarea by subsidinginvestmentsintheinfrastructureand the rolling stock and alsopromotingof a sustainable public transport. • The projecthasalso a directimpact on thesocio-economic development of the Warsaw metropolitanareathroughthe development of a public transport system, whichcanincreasetheaccessibility and settlement and economicappeal of thissuburbanarea. The second point isdecreaseinthelevel of pollutionemitted by individual transport on thisarea. • The projectisinnovative for Poland due to purchasedtechnologies, modern quality of services for customers – not known on a largerscale. www.wkd-sppw.eu
