  4. Phuket BP Project Objectives • Boost economy in the Old Phuket town • Conserve architectural environment • Conserve the old way of life, tradition, culture and livelihood of the genuine Phuket • Build awareness on cultural conservation issue

Activities Undertaken • Database development of architecture, physical environment, and infrastructure of Old Phuket town; • Establishment of administrative bodies: Multi-party Operational Committee, Old Phuket Foundation, Old Town Community; • Awareness campaign, knowledge and appreciation dissemination towards the Old Town through income-generating tourism activities like “Phuket in the Past” trips, vocational training on indigenous arts and customs - e.g. traditional clothing, recipes

Activities Undertaken • Public relations through local media activities in TV programs, leaflets, and physical renovations, like conversion of an old school into a museum; • Improvement of the urban environment, such as solid waste management, green energy, underground power lines, and clean water; • Investment in communication technology and public relations; • Long-term investments in a tourist information center and museums for education and tourism.

The Results • Proactive community members in conservation of the old town and tradition • Collaboration between the government, private sector, and people in conservation and development of the old town • Return of young generation to Phuket • Rising prices of real estate • Improvement of physical environment • Increased income from tourism

The Project: Eco–Cultural Tourism • Basic Considerations • Clean rural and coastal environment • Friendly, fun-loving, literate, and relatively young population who enjoy celebrating faith-based festivities and merry-making on the occasion of Town Fiestas, Christmastime, LGU Founding Anniversaries, and similar activities • Presence of private sector investment in resort development and facilities • Presence of academic institution providing tourism- related and environmental management courses essential in eco-tourism industry development • Regular LGU annual allocation for tourism and cultural promotion activities and interlocal cooperation

The Project: Eco–Cultural Tourism • Presence of local and interlocal cooperation structures that can facilitate and promote cluster tourism development • Presence of Tourism Councils in respective member- municipalities • Presence of Memorandum of Agreement (MOA) creating the interlocal cooperation structure: Conference of Mayors (COM) and Inter-Municipal Team (IMT) in implementing programs/projects/activities mutually beneficial to the clustered municipalities. • Yearly allocation of LGUs on capacity development for LGU personnel and officials • Presence of Partners at the Local and Regional/International levels highly supportive of development at the local level to include tourism development. • Presence of best practices on tourism development

Issues and Concerns • Cluster Tourism Development Concept and Marketing Plans need to be integrated/mainstreamed in the municipal, provincial and regional tourism plans • Limited LGU capacity (resources and personnel) in project implementation • Inadequate LGU annual allocation for tourism and cultural promotion activities and interlocal cooperation • Need to formulate cluster policies (Formulation of objectives, results and indicators, timetable, budget, strategy, monitoring system and communication plan)

Issues and Concerns • The need for the two (2) clusters to undertake joint capacity development trainings on results-based monitoring and evaluation (RBME), marketing and promotion, installation of feedback mechanisms and resource mobilization • Need to strengthen the roles of respective Municipal Tourism Councils in tourism development and for the cluster to establish an Office • Community Mobilization–e.g. health and sanitation concerns, observance of standards, marketing and promotion strategies • The need for the cluster to formulate a Communications and Feedback Mechanism Plan ( Formulation of objectives, results and indicators, timetable, budget, strategy, monitoring system and communication plan)

Issues on Sustainability • At the end of the project, the Pilot Clustered municipalities of Misamis Oriental shall have attained the following : • Established functional cluster- and municipal–based tourism structures • Formulated Tourism Development Plans, including funding commitment from respective LGUs, approved, prioritized, and integrated in the Annual Investment Program and development plans • Integrated the Cluster Tourism Plans in the respective Provincial Tourism Office and Department of Tourism Regional Office Plans 15th-19th March 2010 Inception and Management Workshop, Manila

Issues on Sustainability • Developed marketing and promotion materials as brochures, video, and website materials uploaded in the website (LOGODEF Portal) • Launched the Cluster Tourism Project • Conducted necessary trainings and implemented the Cluster Plan on Communication and Feedback Mechanisms. 15th-19th March 2010 Inception and Management Workshop, Manila
