LOSSAN CORRIDOR STUDY AREA • The Los Angeles to San Diego portion of the LOSSAN (Los Angeles to San Diego and San Luis Obispo) Rail Corridor is the rail alignment used by Amtrak, Metrolink, Coaster and BNSF freight services. • Corridor loosely parallels Interstate 5 from Los Angeles Union Station to San Diego’s Santa Fe Depot. • Second busiest intercity passenger rail corridor in the nation.

  3. IMPORTANT POINTS • Why did the Department decide to prepare a corridor-wide EIR/EIS? • What types of projects are needed? • How will priority projects be funded? • How will projects be prioritized?

WHY A CORRIDOR-WIDE EIR/EIS? • Details a vision for LOSSAN corridor over a twenty-year timeframe • Avoids piecemealing – Program document allowed for a corridor-wide examination and identification of impacts, costs, and potential mitigation strategies • Provides a foundation for future project-specific work • Provides a mechanism for accessing federal funding

  5. WHAT TYPES OF PROJECTS ARE NEEDED?

  6. HOW WILL PRIORITY PROJECTS BE FUNDED? Funding for priority projects may come from a variety of sources, including: • Federal Railroad Administration • State • Regional and Local matching funds Projects may be individually or jointly sponsored by: • Caltrans • MPOs (such as SANDAG) • Rail Operators • Individual Corridor Cities

  7. HOW WILL PROJECTS BE PRIORITIZED? Projects will likely be prioritized based on a number of criteria developed in the LOSSAN Strategic Plan, including: • Cost • Available sources of funding • Rail performance increase • Community and Environmental Issues • Phasability • Timing (Short-, medium, or long-term)
