HARYANA STEPS TAKEN TO IMPROVE SOIL HEALTH • Promotion of Green Manuring • Area of 4.25 lac ha covered under green manuring so far. • Dhaincha seed is being provided @ 90% subsidy • Targeted 1.0 lac ha during 2012-13. • Promotion of Summer Moong • Promotion of Summer Moong under State Plan Scheme and A3P. • Varieties ‘SML -668’, ‘Satya’ & MH-421 to be promoted. • 1.0 lac ha area targeted. • Certified seed of Moong on 50% subsidy. • 16,666 demonstration of one acre. • 14 units (14,000 ha area) under Accelerated Pulse Production Programme.

  3. Contd.. STEPS TAKEN TO IMPROVE SOIL HEALTH • Promotion of Guar Crop • A new scheme for the promotion of Guar crop implemented. • 3.00 lakh ha area targeted under Guar crop during Kharif, 2011. • Short duration high yielding varieties (H.G. -365 and H.G.-563) to be promoted. • Collaboration of Industrial houses. • To mitigate deficiency of sulphur Gypsum is being provided @65% subsidy. • Targeted 1.25 lac ha during 2012-13. • Micronutrients fertilizers are available at 75% subsidized rates with amaximum ceiling of Rs.750/- per ha under centrally and state sponsored schemes. • Targeted an area of 1.35 lac ha during 2012-13. • Bio-fertilizers is being provided on @50% subsidy.

  4. ISSUES • Damage to crops due to frost is not covered under Natural Calamity Relief Fund (NCRF). Frost is also a natural weather condition and damage to crops due to frost should also be covered under NCRF. • Subsidy on Gypsum is provided @ 50 % of the cost of the material + transportation cost subject to maximum limit of Rs.750 per ha. GOI should enhance the subsidy to 50 % cost of the material + transportation cost subject to a maximum limit of Rs.1000 per ha • Incidence of Yellow Rust is a serious problem. Adequate availability of seed of resistant varieties of wheat like HD-2967 & PBW-621 etc. should be ensured in the next season so as susceptible area may be saturated with the seed of resistant varieties. • Adequate No. of minikits of wheat variety HD-2967 & PBW-621 should be allocated during next year & size of minikit should be minimum half acre. • Certified seed of moong is very costly & subsidy provided by GOI for seed of pulses is 50% or Rs.1200 per qtl. whichever is less which is very small. It should be enhanced to 50 % of the cost of the seed without any cap so as programme of summer moong can be promoted.

GUJARATMajor Issues Salinity problem • Long coastal area • Excess withdrawal of ground water • High temperature • Arid/ Semi arid region Micro nutrient deficiencies • Micro nutrient deficiency in Cotton, Groundnut & vegetable area • More use of N-P-K fertilizers • Low use of organic manures • Mono and Intensive cropping • Exhaustive uptake of nutrients by Bt cotton Nitrogen deficiency in Soil • Higher N2 consuming crops like Cotton, Castor, Maize, Jowar • Low C:N ratio • Low use of organic manures • Low fertilizer use efficiency

Steps taken / proposed to be taken • To diagnose the village wise micro nutrient status with aims to make sustainable way of fertilizer management. • Massive campaign for increasing awareness among the farmers for balance use of fertilizers. • Increasing bio fertilizer production capacity up to 25-30 lakh liters • Establishment of vermi-compost/ phospho compost/ bio compost production unit to reduce industrial pollution. • Putting back 100% cotton stalk/ banana stalk/ vegetable waste in to soil by promoting cotton shredder and rotavator. • Increasing micro nutrient production capacity.

TAMIL NADU STRATEGIES • Soil Health care- • Soil testing for all the farm holdings within 3 years • Soil reclamation, eradication of weeds etc. • ensuring balanced fertiliser application • Increasing usage of organic inputs • improving fertility status • Crop Specific Strategies in Production And Marketing • Adoption of Precision farming and Micro-irrigation • Augmenting timely supply of adequate quantity of quality inputs • Improving Farm Mechanization • Capacity building of all stakeholders

SOIL MANAGEMENT APPROACHES • Detailed soil survey • Collection and analysis of soil for macro and micronutrients • Reclamation of saline and alkaline soils in inland area besides coastal area • Correcting Micro Nutrient deficiencies • Collection of farmers database in the Department portal • Distribution of Farmers’ Integrated Hand Book for ensuring balanced fertilizer application in the recommended cropping system • Emphasizing and encouraging Organic farming

Soil Health • Rejuvenate soil health and improve fertility status by • Analyzing the nutrient status of soil samples of individual farm holdings and identify the extent of problematic soils. • Recommending appropriate soil amelioration methods • Encouraging judicious use of fertilizers • Collection and analysisof 82 lakh soil samples for macro and micronutrients in three years • Recommendation of farm specific profitable cropping system FARMERS INTEGRATED HAND BOOK (FIHB) • Information on • farm-wise, crop-wise, season-wise recommendation of macro and micro nutrients • farmer’s details and inputs supplied • Valid for three years • Distribution of FIHB in next 3 years period (2011-12: 21 lakhs; 2012-13 : 30.5 lakhs ; 2013-14 : 30.5 lakhs ). • Soil Testing Laboratories provided with computer and internet facilities • Soil and farmers database managed through AGRISNET

TRIPURA Proposed action plan • Action Plan for utilization of land under Forest Dwellers Act • Use of suitable rice varieties for upland. • Appropriate plant canopy with integrated weed and Pest Management in conjunction with traditional system. • Application of water soluble NPK fertilizers. • With these interventions an average yield of 2 MT rice per hectare is achievable.

  13. Suggestions • GOI may provide Secondary Freight Subsidy to the Fertilizer Companies for delivery of fertilizer up to the Retail point to keep the sale price of fertilizer within the declared MRP. • Fertilizer Companies may take initiative to develop a buffer stock of fertilizer in the State.

  14. ODISHA Mostly Deficient Nutrients (Extent of Deficiency ) Zinc- 19 % Boron- 44% Sulphur- 28% Majority of upland soils are deficient in B The Zn deficiency is more prevalent in Medium & Low Land Soils

Project Proposal under NPMSHF • Proposal submitted for Rs. 972. 40 lakh (with Central Share of Rs. 622.40 & state share of Rs. 370 lakh) • Major Components- Establishment of 10 Static STLs & 6 MSTLS,1 New FQCL & Field Demonstrations • Funds to be released as 1st installment- Rs. 311.55 lakh ( Sanctioned but not released) • Provision of state share – Rs. 170 lakh

  16. SIKKIM SOIL MANAGEMENT • Application of Liming Material for increasing soil pH • Application of different types of compost • Biofertilizer application • Azolla application in rice field • Minimum tillage • Mixed cropping

Future Strategies • Assessment of soil fertility status on large scale for preparation of soil fertility map • Status survey studies with respect to the macro and micronutrients in the soil of the State in relation to low and declining yields. • Replacement of the poorly functioning equipments with state of the art laboratory equipments. • Attain self-sufficiency in organic sources of plant nutrients by 2015. • Management of soil health and fertility – issue soil health card to every farm household.

Important Issues Raised by States • Safety of gypsum with traces of heavy metals (TN) • Subsidy on green manuring and biofertilisers to be raised (TN) • Subsidy for biofertiliser at the same or equal rates as chemical fertilisers (Sikkim) • Transport subsidy for dolomite to be substantial (Sikkim) • Cost norms of AAS, MSTL in GoI estimates to be raised (Gujarat) • Transport subsidy for liming material to be increased (Tripura)

  19. Contd..Important Issues Raised by States • Packing and selling of liming materials like paper mill sludge, steel mill slag etc. by Private / PSU. If the liming material is an effluent of an industry then the industry should be compelled to market it. (Odisha) • DGS&D rates for STL equipments and instruments (Odisha) • Subsidy on gypsum – NFSM-is limited to Rs. 750/- per ha. This ceiling has to be revised to Rs. 1000/- • All industrial and agri-wastes to be converted to bio-fertilisers
