  2. 08.-11.05.2003. conference “Developing and promoting local initiatives in the candidate countries”, Pardubice (CZ) • The stated aim might be : • to draw public and political attention to the problems, needs and resources of the rural areas and rural communities of Latvia; • to encourage and support the people who live in the rural areas to take initiative to improve their own lives, their communal facilities and their local economies; • to promote the creation and activity of local action groups and civil-society organisations at local, pagast, district and wider levels; • to encourage and facilitate networking and cooperation between rural NGOs of all kinds and at all geographic levels; • to enable rural NGOs to represent the voice of rural communities to government, and to act as the partners of government in developing and implementing policies and programmes which affect the rural areas and communities; • to enable rural NGOs to pay an effective role in influencing the policies and programmes of the European Union, and in interpreting those policies and programmes to the rural people of Latvia. 22.10.2004.
