  2. Under the constitution there was a limited monarchy set up. • Eventually it changed into sovereign power. • a. Sovereign power is the power to rule a nation by the people other then the king. • A new legislative assembly took over the constituent assembly. • “The constitution, after so much debate and • trouble, lasted only eleven months.” • (thinkquest.org) Form of the Government

Had a permanent legislative that would make laws. • The king could not disband the Legislative Assembly • The monarch ran the executive power. • The monarch implemented the laws that the Legislative Assembly. • Took over the constituent Assembly. • Made up mostly by middle and upper class. • a. Most owned land and were lawyers. • b. They were almost all from the Jacobin Club or the national guard. Legislative Assembly

  4. In November the Legislative Assembly issued a decree against the émigrés. • a. The decree they issued stated that those who were suspected of plotting against the nation, were to return and be deemed guilty of a capital crime (punished by death) • Later the legislative Assembly issued a decree against priests but the king vetoed it. • The Legislative Assembly thought that the enemies of the French revolution were priests and émigrés. • “Members of the French upper class fled France during the Revolution and became Émigrés (political refugees) in the German states and in England.” (Arnold 29) Legislative Assembly cont.

Called Feuillants • Worried how the public would react to the king being put on trial for treason. • They feared an angry response and a possibility of violence. • The moderates won that day. • They claimed the king was innocent of any wrongdoing and was kidnapped and taken away involuntarily. • They have saved the monarchy for now. • “ On July 17, 1791, a huge crowd gathered to demand the removal of the king.” (Arnold 27) Moderate reformers

The constitution made a constitutional monarchy in which the king would be head of state. • The king would for the most part have to do the bidding of the National Legislature. • The Assembly abolished the ancient French provinces that are now called “departments”. • a. Within the departments there are districts and communes. Making the Government More Efficient

  7. The king tried to run away to a near by country. • Louis and the Queen (Marie Antoinette) were captured at the border. • Did not give his full potential into the constitution. • a. If he would have then it could of saved his life. • He had no choice but to accept the new Constitution. • When the new constitution made Louis XVI loose all of his power. • He and all of his family eventually lost his life to the new ways of the Constitution of 1791.
