THE USE OF klaster2_sppmp@yahoogroups.com • No. of members 68 persons (including Pak John, Ibu Renny, Pak Sutarto) • The communication by e-mail was mostly done by a particular person from QA team of each institution, NOT all members made use of e-mail contacts • Some other members are quite active, e.g. Mardan (LPMP Sumsel), Bahdeur (LPMP Banten), Sri Rahayu (LPMP Babel), etc. • Almost no LM members made use of e-mail communications

CONCLUSION:MOSTLY DISAPPOINTING!! • No problems on accomplishing action plans (LPMP=100%), but NOT for BDK (25%) • Only about half (51.79%) of the total weekly reports sent by LPMP and BDK • Very few (6,20%) of LM tasks accomplished (LPMP), but nothing from BDK (0%) • Quite few (34.38%) of QA tasks accomplished by LPMP, but nothing from BDK (0%)

  14. REASONS WHY PROBLEMS OCCUR(based on the informal information from most of the members)

  15. No clear formal information about what’s next after Round 2. No more continuation programme • Tasks accomplishment is not a matter of short-term obligation (longer than 7 weeks) and no more presentation in a particular workshop • PRIORITY is on accomplishing their main duties to achieve the targetted- budget absorbence (DIPA) (considered more important) • They have been very busy carrying out main duties out of town • …?

EFFORTS (having been carried out)TO SOLVE PROBLEMS: • Sending regular reminders about accomplishing the tasks and weekly reports by e-mails, SMS, and direct phone calls • Sending help to clarify the understanding of the tasks • Direct phone calls (by the Head of Cluster 2) to the Heads of LPMP/BDK members • Sending all important documents/articles about EQAIS to support (and encourage) the members’ understanding and motivation

  17. PROGRESS OF ROUND 3 • THE GUIDELINES HAVE BEEN SENT BY E-MAIL TO ALL MEMBERS • NO INFORMATION YET FROM THE MEMBERS ABOUT THE PROGRESS IN IMPLEMENTING ROUND 3 PROGRAMMES

  18. SUGGESTIONS TO IMPROVE THE SITUATION

  19. Sending formal letter (by DG or Dit.Bindiklat) informing about their obligation to accomplish the tasks of Round 2 and programmes for Round 3 (and Round 4?) • Direct (face-to-face) briefing by the DG or Director of Bindiklat to the Heads of LPMP/BDK (in every occasion) about the accomplishment of tasks of Round 2 • Clear agenda about presenting their answers to the tasks of Round 2

  20. Formal guidelines for Round 3 • Formal guidelines about how to adjust their current budget (DIPA) to provide financial support to run the programmes of Round 3 • Clear agenda of formal visits for progress monitoring and evaluation for the purpose of development • Etc…?
