  9. Focus on Local Support Groups BHC wants to become a Thematic Network that adopts a full bottom-up approach. Cities (and their MAs) will decide how to design the Local Action Plans, who’s going to be involved in LSGs and when. The network level has to be used as a platform for exchanges, for mutual learning, a “place” where it is possible to find ideas and opportunities. Problem Tree Problem analysis and problem tree technique is useful to identify the negative aspects of an existing situation and to establish the “cause and effect” relationships between the identified problems. It is a technique that can be useful in the first phase of the establishment of the LSG.   12. Benchmarking At network level “special” case studies will be identified, to become benchmarks for our Local Action Plans. At the same time, importance will be given to field-experts and local knowledge and capacities. Action Learning Sets Action Learning is an organizational, problem-solving technique which encourages participants to learn with and from each other, in pursuit of the solutions to real-life, work-related problems. It aims to achieve two goals: • to maximise impact at local level and ensure that the eventual local project proposals have wide ownership • to facilitate the effective transnational exchange of experience and learning.
