GCU – Some data • Status in January 2011 • 660 signatories (still without exclusion !!) • = 390 K + 140 RUK + 130 RU • 604.000 registered wagons in the data base (to compare to +/- 700.000 initially declared) • Still 170 K missing ( = +/- 36.500 wagons) • Still 55 RUK missing ( = +/- 13.500 wagons) • +/- 55 new entrants / year • Still 95 signatories not having paid their 2009 contribution • Still 140 signatories not having paid their 2010 contribution • Annual contribution = fixed term (114€) + variable term (0,102€/w)

GCU Signatories management PERMANENT ADMINISTRATIVE CONTACT WITH THE SIGNATORIES • Continuous company data modifications (economic situation ??) • Many changes of administrative data in relation with the 2010 call of contribution (lack of discipline to inform GCU Bureau) • Permanent but variable loss of contact with +/- 40 signatories • Active follow-up of un-payment 2009 and 2010 (see further) • Low and stable level of signatories questions of interpretation • Exclusion Problematic • F(2009 contribution un-payment) • F(2010 contribution un-payment) • F(wagon data base obligation and interest)

GCU Signatories management MAIN ACTIONS SINCE MID 2010 • June 30 – Notification (mail + Web site) app. 8 (wagon db) amendment adoption • July – With IT provider,wagon db test phase (see further) • July – Active follow up of 2009 and 2010 payments • July 20 – Follow up applications migration > Belgacom new Net Center • July 29 – Amend. proposal (mail + Web site) app.10 (new annex 3 + …)EVIC • August 5 – mail introducing the wagon db and test phase (see further) • August 18 – Web site information on the ECM recommendation guide • August – Active follow up of wagon db test phase + 2009 and 2010 payments • September – Active follow up 2009 and 2010 payments • September 24 – 2nd mailing announcing the wagon db “official” uploading phase • October 1 – Mandatory date limit for the wagon db uploading – check up • October – Fine and tight follow up of every signatory with their wagon fleet uploading (weekly report) • November 1 > EVIC amendment adoption without unanimity • Use of GCU for the structured information exchange (K, ECM, VKM, ….)

GCU Signatories management DEVELOPMENT FOR THE SIGNATORIES • IT tool for their detailed administrative data self-updating • Invitation December 1 to fill the Web sheet in their CRM company screen • The Web sheet has exactly the same content as the company downloadable pdf in the Web site list of signatories • The pdf will be replaced by a HTML sheet as from February 1 Careful, the signatory has to fill his Web sheet !! • Each data change by a signatory in his Web tag sheet will be automatically reflected in the new HTML sheet (replacing the static pdf) on the Web site list of signatories • GCU Bureau and its IT provider will stay in support (helpdesk) • Updating and improvement of the Web site • Contract, home page updating • List of signatories • Exchange platform project • To investigate and develop

GCU Contract management • Appendix 8 amendment (wagon data base) • June 30 – notification (mail + Web site) of appendix 8 amendment adoption • October 1 – Entry into force of the wagon database • Appendix 10 amendment (EVIC) • July 29 – Amendment proposal (mail + Web site) of appendix 10 (new annex 3 + complement in part A corrective maintenance • Remarks and comments from Slovak signatories • November 1 non unanimous adoption > Entry into force on May 1

Projects of the GCU Bureau running 1 New Website GCU Bureau running 2 CRM tool Starting 3 Wagon database All 3 IT applications are designed in an ‘open source’ environment and linked via their hosting on a single ‘GCU server’ Our 4 applications (the 3 + the mail server) are since July 20 hosted in a BELGACOM (national IT provider) Net centre with improved and high level security standards “Trustee”

Wagon data base status • Planning • August, September – Test period • September 27 – Starting uploading phase • October 1 – Starting « official » use • Test period • Only 70 keepers (on 510!) imported 44.000 wagons • Uploading period (from September 27 to 30) • Start operation (mandatory date October 1) • With 216.540 wagons from 115 keepers • Continuous uploading • 4 weeks later (October 29), 545.300 wagons registered from 175 keepers • Today, 604. 000 wagons from 305 keepers • See joint notes (summary, user’s notes, lists & tables)
