  1. Feedback/suggestions to improve the 2G & 3G GSM planning1. GSM Site Planning Philosophy In old philosophy, distance between two nearby 2G sites was kept 500 Meters in urban dense area and 5.0 Kms in rural areas. Now, in present scenario it should be 350 Meters in dense urban and 3.0 Kms in rural. The execution time gap between planning and installation is more than 3 years or more. Efforts should be made to minimize it to maximum 1 year. Most important of sites planning is the mindset we have been following: Only providing the customers coverage: Whereas the customer needs QUALITY and that can only be achieved by planning the sites by looking from the perspective of a user (Indoors/ basement/ high rise building, extremely dense markets, Malls and many more locations) where BSNL has not been thinking of providing QUALITY coverage The quality of coverage as well as services can be provided by proper dimensioning of the sites, site on proper location (irrespective of the distance between sites), type of site and other RF considerations). GSM vendor should not be changed frequently, as this affects performance of services and also includes unnecessary project cost (swapping, redeployment etc.) and interoperability issues. All the villages having population more than 10000 and BHQ/THQ should be covered with 3G services. Rajasthan Telecom Circle Snehdeep Jajpura

  2. 2. Demand for Voice/ Data 1 The demand in services required by the customers is not uniform in all the areas and is dependent upon the location and geographical area. In Metros/ Tier-I/II/III cities it is tending towards high speed data with equal requirement of voice. The availability & affordability of smart phones has changed the whole scenario and the use of data centric applications (i.e Whatsapp, Facebook, twitter, Skype etc.) is killing the voice requirements as well as the SMS. In cities/ big towns, the requirement is inching towards data with high/moderate speed with voice. In rural areas, the voice has been dominating the scenario, but data requirement is certainly to grow. 2. All the area (Rural & Urban) must be covered with latest technology (2G & 3G) combined low power consumption BTS equipments to ensure best voice and data services to all the subscribers by seeing affordable cost of 3g/4G sets/ tablets in future. Providing coverage to corporate customers/ Important Government customers and youngsters reside In building solution of 2G & 3G is the best possible solution to provide the corporate & government offices, as usually these are located in big buildings with multiple floors. Similarly for youngsters the college and educational campus are to be covered by providing 2G & 3G sites nearest to load centers. Rajasthan Telecom Circle Snehdeep Jajpura

  4. 4. Seamless coverage on Highways & Railway tracks. Providing more number of 2G & 3G sites on the highways and railway tracks. Presently, distance between two sites is about 10 Kms. It should be 6-7 Kms only. The sites shall be purely dedicated for highways & railways, and the antennas shall be of high gain. The over lapping coverage shall be planned using more sites. New BTS must be commissioned at locations on NH/ State Highway/ Main rail route which are not covered yet with 3G/4G enable BTS. Rajasthan Telecom Circle Snehdeep Jajpura

To relieve congestion: The sites planning has to be divided into 3 type of sites: Coverage sites (Macro sites): These sites are meant for umbrella coverage and is used for covering the major outdoors coverage. (Our present sites are mainly in this category). Infill sites (Micro sites): Our major focus shall be on providing indoor coverage at all locations. The areas where shadow portions have been created due to high rise buildings/ other structures (metro path/ fly overs etc.) these infill sites are to be planned. The present sites installed on poles shall be treated as infill sites, not as coverage sites. The new sites being planned shall also take care that the pole sites are for a smaller region and thus the distance between sites shall not be a restricting factor. Capacity Sites: These sites shall be planned for providing relief to the congested cells. These may be sector addition in existing sites or new site in the sector which is solely installed for congestion relief. These sites may be single sector sites installed in the load center or nearby the load center, thus de-loading the traffic. Rajasthan Telecom Circle Snehdeep Jajpura

To relieve congestion: Now the term of congestion in the cell has also be redefined: As in present culture the cell where traffic has exceeded its rated Erlang capacity has exceeded in Busy hour and the blocking is observed is treated as congested cell. This perception is to be changed, as we have been allowing calls in half rate up to 100% , and thus compromising with the voice quality. Therefore if there is 20% voice traffic in half rate in a cell then this cell must be considered as congested cell, and measures for congestion relief shall be taken. The number of IBS (both for 2G & 3G) must be included in more greater number for better indoor services in basement, hotels, commercial complexes, offices, hospitals and other important establishments Rajasthan Telecom Circle Snehdeep Jajpura

  7. 6. Issues regarding rollout of Ph-VII: 1 Major issue in rolling out Phase-VII project is People not allowing to commission new mobile tower and police is also helpless in such cases. Municipality/ Municipal Corporation not granting permission for installation of mobile tower.A clear-cut instruction should be there from state Government / central Government regarding installation of mobile tower. Comments for induction of LTE for BSNL in next expansion: BSNL must go for new technology in the market, specially LTE as this is better technology in terms of RF spectrum utilization and can be implemented in any spectrum allocation (900,1800,2100) BUT must take care of following: As the new trend is for DATA and thus our CORE IP Data network must be upgraded in advance before implementing the LTE. The concept of step by step implementation of sites and than upgrading/ adding sites must not be followed. If we are to enter in LTE then full capacity and full number of sites shall be planned in advance with proper configuration at sites as well as in the core network. Proper training at all levels must be provided so that the issues can be handled in-house. Media requirement for inter connectivity of sites with core network shall be up-graded in advance as it has been a bottle neck in the implementation of 3G network. Introduction of new technology such as LTE based services must be planned for BSNL immediately for commercial advantages point of view and enable us to offer wireless broadband at higher speed Rajasthan Telecom Circle Snehdeep Jajpura

  9. 8. Any other issues: The number of sites must be increased to provide Quality services to subscribers. There are certain coverage holes and are increasing day by day due to construction of very high rise buildings. The expansion of city limits is taking place at a very fast pace and multi storied towers of 20-30 floors are coming up in the outskirts of the city, for which the coverage option must be planned in advance. The number of 3G sites is very less due to their lower penetration power, path loss due to high data speed requirement (coverage shrinkage) and lower antenna height availability in pole sites & 2G co-located sites. The demand of customers is ever increasing in terms of service quality, data speed, seam less coverage, cost and therefore we have to expand ourselves at a more faster pace. Higher capacity Battery sets should be planned at existing BTS sites as well as at new planned BTSs for better power availability. Single phase power plant should be planned for BTS sites since availability of single phase power supply is much more than three phase supply which will reduce the requirement of diesel also. Signal booster should be planned for multistory buildings or where signal strength is low in spite of provision of new BTS if there is no congestion Rajasthan Telecom Circle Snehdeep Jajpura
