  3. Consolidated practice Article 63 – SFC2014 • 4. All official exchanges of information between the Member State and the Commission shall be carried out using an electronic data exchange system established by the Commission by means of implementing acts. Those implementing acts shall be adopted in accordance with the examination procedure referred to in Article 143(3).

  4. Content of SFC2014 • all relevant information, rules and controls for the concerned ESI Funds • all official exchanges in both directions • structured data • paper only in case of force majeure

  5. Operation of SFC2014 • COM + MS record docs & data + updates, • in the electronic format required, • 1. person records data, 2. person verifies • Liaison Officer - person responsible for managing access rights to SFC2014 with defined tasks

  6. Electronic transmission of data through SFC2014 • Accessible either directly or via an interface for automatic synchronisation and recording of data with national, regional and local computer management systems • compulsory electronic signature (Directive 1999/93/EC) • protection of privacy of personal data (Directives 2002/58/EC & 1995/46/EC & Regulation 45/2001)

  7. Security of data • MS & COM monitor the effectiveness of the security measures • MS adopt national/regional IT security policy dedicated to data processing and storage of data within the national/regional or local computer systems connected to SFC2014 • Security policy based on a risk assessment • MS security officer at national/regional level • COM's security officer

SFC2014 compared to SFC2007 • Consolidation of current practice • Streamlined workflow • Enhanced data quality • Long term efficiency gains • Improved performance • Improved Time to market • Improved user experience (in particular search and access to information) • Improved usefulness of the system (reporting)
