  2. Report Cont…. • Governance cluster is convened by UNDP • Organized under two sub-themes: (A) Political Governance (UNDP) (B) Economic and Corporate Governance (ECA)

  3. Report Cont…. Activities undertaken since the 7th RCM A) Political Governance: 1. Support to NEPAD: • UNDP working with ECA and AfDB other cluster members has been providing advisory services at the highest level through: • participation in the NEPAD Steering Committee meetings, HSGIC and the Africa Partnership Forum.

Report Cont…. • UNDP & other cluster members also support the NEPAD Secretariat in the development of the Capacity Development Strategic Framework for Africa, and Communication and Advocacy strategy Initiatives 2. Support to APRM: • Financial and institutional support:UNDP has continued to manage and implement the APRM Trust Fund with a budget of about US$7 million of which UNDP contributes US$2.75 million • Technical and Advisory Services • Technical Support to APR Panel and Secretariat • Review of the Methodologies for costing the POA and national process

  5. Report Cont…. • M & E of the APRM implementation (at an early stage) • Review of the APRM process, institutions and instruments 3. AGF VII: • Organized AGF VII on the theme of "Building a Capable State" in Ouagadougou • Parallel to the Forum was also a Media Forum 4. Office of the Special Advisor on Africa (OSAA): • is convening a Meeting on "Promoting Partnerships in Support of APRM Implementation" in Addis Ababa, 15 - 16 Nov 2007. Both ECA and UNDP will take part in it.

The Meeting will address: • the impact of the APRM process on strengthening governance and development prospects • the role of the international community in supporting the implementation process 5. Report Cont…. • Parliaments in Africa • Strengthen Parliament’s Information Systems in Africa. • Ministers of local government • Convene the Pan African Conference of Ministers of Local Government • organized Conference on “Participatory Development Planning and Budgeting” (Maseru, August 2006) • A new Conference on the theme: “From Policy to Implementation: Challenges and Strategies for Effective Implementation of Decentralized Governance in Africa”

Report Cont…. • Support decentralized cooperation between European and African Local governments • Support 36 countries in sub-Saharan African to reinforce capacity to formulate sound human development policies • Ministers of public service • Fund the travel of the Bureau of the Pan-African Conference of Ministers of Public Service • Sponsor and facilitate the Regional Forum on Reinventing Government in Africa • Promote innovation in Africa through links with the African Public Sector Innovation Awards initiative

Report Cont…. • The African Association for Public Administration and Management (AAPAM) • enhance knowledge and skills of public servants in Africa • is also a member of the United Nations Public Administration Network (UNPAN). • The African Union Commission • Strengthen the UN Peace building Portal • Coordinate the Africa Governance Inventory (AGI)

Report Cont…. • The NEPAD Secretariat • Analyze e-readiness in the major regions of the world, including Sub-Saharan Africa • Develop Meter, which is an interactive tool, designed to assist governments to monitor and improve the foundation of e-government • four building blocks of e-government : organizational issues, policy requirements, legal and regulatory framework governing ICT, and e-leadership

Report Cont…. • African Management Development Institutes • Identify standards of excellence in public administration • Promote the “Programme for Public Sector Leadership Capacity Development for Good Governance in Africa” • Strengthen human resource management capacity and professionalism. • created the UNPAN Online Training Centre

B) Economic Governance 1)Creating positive environment for investment & economic growth • ECA contributed to the improvements in macroeconomic policy • Launched Economic Report on Africa (ERA) in the second half of 2006 on Capital Flows and Development Financing in Africa • ERA 2007 is on the theme “Accelerating Africa's Development through Diversification”

Report Cont…. 2) Promoting sound economic policies, ECA, inter alia, prepared and presented the followingdocuments: • An Issues Paper on Accelerating Africa's Growth and Development to meet the MDGs:Emerging Challenges and the way forward • The Survey of Economic and Social Conditions of African Economy in 2006 • Aid for Trade: Emerging Issues and Challenges

Report Cont…. 3) Provision of public services, including infrastructure services, ECA worked on the following: • An ad-hoc expert group meeting on public expenditure and service delivery in Africa: managing public expenditure to improve service quality and access was held in Lusaka 4) Enacting needed economic reform • ECA through its publications, including its annual flagship publication "The Economic Report on Africa" has given advice on how to improve macroeconomic policies through analysis and best practice examples.

Report Cont…. 5) Restructuring international aid and reducing debtburden • ECA organized the African Ministerial Conference on Financing for Development in Nigeria in 2006, where the Executive Secretary of ECA called again on donors to further scale up aid and debt relief • collaborating with the Strategic Partnership with Africa (SPA) to engage donors in designing an aid architecture • Played role in analyzing and supporting African countries in the preparation and implementation of poverty reduction strategies
