    21. AIM OF GATEWAY

    22. GATEWAY MODEL CONCEPT

    23. “GATEWAY” FRAMEWORK Championed by Accelerating Change & Revitalising Construction uses “Critical Success Factors” As described in the OGC Gateway Review Leadership Guide: “A review of a procurement project carried out at a key decision point by a team of experienced people, independent of the project team”. Go/No Go i.e. Should project proceed to next stage. Risk Management Process for Projects.

    46. Dynamic use of H&S File at Process 16 after construction (Maintenance Plan) Training H&S training of users, cleaners, maintenance staff (I.e. Test & Commissioning). Lessons learnt, problems, incidents, accidents. Due to Design! Due to changes during construction

    47. Gateway Model Can Be Collapsed

    48. BENEFITS Gateway model can be used as a framework to integrate H&S planning, with project-wide reviews ensuring its early consideration. Structured, Systematic, Logical, Rigorous & Transparent. Based on Risk Management, speaks the language of the PM & Client / Key Stakeholders. Moves ownership of H&S Risk Management to PM. Links with current CDM ACoP (HSG224) easily. General planning tools can incorporate H&S issues, therefore planning & control should become easier.

    49. LIMITATIONS Current Gateway Model may not focus on all “Critical Success Factors”. It will never cover everything. Require the Client’s Backing / Support / OL. Dependent on Front End Loading. Client needs convinced to spend more during early stages. Without good Leadership (OLP) the process may become bureaucratic.

    50. Why Choose Front End Loaded Gateways?

    51. Summary of Critical Events Identified by Panels Appoint H&S/P.S. Early. Client H&S objectives at feasibility stage. Early Surveys (Intrusive). Buildability and Maintainability should be part of design sign-off Gateway, challenged by contractors and end users respectively. P.S. – Contractor interaction e.g. H&S Plan handover meeting. Programme durations; Construction H&S Plan.
