ROAD TRAFFIC SAFETY AGENCY - RTSA Agency was established by the Governmentin December 2009 RTSA is registered in the Serbian Business Registers as PublicAgency in April 2010 Board of Directors was formed in May 2010, andChairman of the board was elected Staff reception was conducted on 1st of September, 2010, when the Agency started its operations

SOME SKILLS OF ORGANISATION • Trainer`s skills; • Project Cycle Management skills; • Employment structure: • Ph.D., • M.Sc., • Traffic Engineers, • Engineers for Motor Vehicles, • Electrical Engineers, etc.; • Good cooperation with Universities, traffic police, Ministry for infrastrucure, public enterprise „Roads of Serbia“ and other traffic safety stakeholders in Serbia; • Good comunication with regional traffic safety stakeholders from Ex. Yugoslavia and other neighbor countries, etc.

JURISDICTION OF THE AGENCY • Analyzes, monitors and improves the road traffic safety system through preventive and promotional activities and other activities in cooperation with other institutions • Works on improving the safety for drivers and other road users and the traffic safety in terms of vehicles • Provides database on technical characteristics of motor vehicles and trailers, which is relevant to the implementation of regulations on the road traffic safety

JURISDICTION OF THE AGENCY • Organizes and conducts professional examinations and seminars for teachers of theoretical instruction in driver training, for examiners, driving instructors, professional drivers, drivers of tourist trains and trams, negligent drivers and controllers of technical inspection • Issues licenses and certificates in accordance with the law • Issues periodic analyses and publications with data on traffic and road traffic accidents and organizes publication of professional literature in the field of driver training • Performs duties in connection with the implementation of digital tachographs

ROLE OF THE AGENCY • Agency is formed with the aim of developing and managing the road traffic safety • Developmental activities include conferences, professional activities for development and adoption of measures and regulations in accordance with authorizations • Road Traffic Safety Management includes institutional and managing functions, intervention (action) and results

KEY OBJECTIVES FOR THE FUTURE General goals of the Agency • Establishment of the activities of the Agency (making of normative and legal acts and documents in the domain of the Road Traffic Safety Agency, etc.) • Setting up, taking over the tasks from the jurisdiction of the Road Traffic Safety Agency • Establishment of communication, coordination and cooperation with other institutions and organizations in the Road Traffic Safety System

KEY OBJECTIVES FOR THE FUTURE Specificgoals of the Agency • Preparation and implementation of the most important trainings, stipulated by law, seminars for knowledge improvement, professional examinations, issuance of permits (licenses), etc. • Adoption of normative and legal acts necessary for the work of the Road Traffic Safety Agency (regulations, guidelines and procedures of the Road Traffic Safety Agency) • Development of an integral database which is important for the road traffic safety

KEY OBJECTIVES FOR THE FUTURE Specificgoals of the Agency • Taking over the business and technical capacities in the domain that relates to the homologation of vehicles • Preparation and implementation of activities related to the implementation of digital tachographs • Realization of the most important preventive and promotional activities and campaigns • Preparation of an annual newsletter on the road traffic safety • Collection and preparation of materials for development of the road traffic safety strategy

REGULATIONS BY THE AGENCY JURISDICTION THAT SHOULD BE ISSUED • In the field of Sector for drivers, regulations governing training and licensing for: • lecturers of theoretical training in driving schools • driving instructors • examiners on driving test • tram drivers • tourist train drivers and • proffesional drivers (CPC)
