  2. BackgroundNRC’s Need to Consolidate 11 buildings in D. C. & Maryland. 1979 TMI event revealed weaknesses. OWFN purchased in 1986. OWFN occupied in late 1987 – early 1988. TWFN site plan approved July 1990. TWFN occupied in 1994. 2,000+ employees moved to White Flint.

  3. Traffic Mitigation Goal • Goal established by County: • Limit site-generated peak hour trips to 640. • Remove 547 peak hour trips from the roads

Traffic Mitigation Plan • On-Site Program Elements (NRC) • Employee cap of 2,450 in both buildings. • Transportation Management Coordinator • Ridesharing promotion • Carpool matching program • Periodic transportation fairs for employees. • Emergency Ride Home • Parking fees based on commercial rates. • Carpool/vanpool parking preference.

  5. Traffic Mitigation Plan • Additional On-Site Elements • Variable work hours policies • Periodic reporting to County on performance. • Transit Pass discounts – County Fare Share. • Full subsidy allowed for Metrorail & Bus. • On-site Sale of Metrochecks.

Traffic Mitigation Plan • Off-Site Program Elements (Developer) • White Flint Commuter Shuttle Service. • Off-Site Transportation Coordinator. • Shelters at van, shuttle, and bus stops. • Annual payments to County to finance trip generation and modal share surveys. • Performance bonds and letters of credit. • Periodic reports of effectiveness of Plan.

  7. The Picture Today • The NRC Traffic Mitigation Plan term ended in 2004. • Also in 2004, the NRC staff began to grow after a long period of relative stability. • In anticipation of 20 or more new nuclear power reactor applications coming in this year and the next two, NRC is gearing up to license the new plants.

  8. How Are We Doing? • NRC headquarters is “deconsolidating.” • We acquired more office space in Bethesda and in North Bethesda. • We continue to maintain a healthy modal split with 36 percent transit use and about 11 percent ridesharing for the two-building White Flint Complex.
