LegalBackground • Law of High Education • PhD is part of thepostgraduateeducation, EU conform • It is the right of University (Research Institutions must be affiliatedwithUniversitiesin PhD education) • Definethestructure and lenght of PhD education: 4 years, 2 yeareducation+2yearsresearch • 5th year: preparation of dissertation • Definethe PhD thesis: must be basedon a minimum of 2 originalinternationalresearchpaper (in EU 3) • 3 legalforms of PhD studies: • Statefellowship, self-financed and independentstudents

  3. Financial Background • Statedefinestheyearlynumber of PhD fellowships (HU: 2000/2019) • Statefellowship is providingscholarship and researchsupport (50:50%)~3000 EU/year • National DoctoralCouncilallocatesthestatefellowshipstoUniversitiesbasedonsize, PhD output and research excellence

Foundation of a DoctoralSchool • Foundingmembers: 2/3rduniversityprofessorswithsignificantscientificactivity (age): number is basedonresearchareas (1=5, 2=6, 3=9) • Teachers:researcherswiththeirownresearchgrants, publicationactive (past 5 yearminimalrequirement of a PhD thesis) • Research programsassociatedwithteachers • Educationalprograms/ PhD courses • PhD programs must be approvedby PhD Council, Senate and HungarianAccreditationCommittee

  5. Selection of PhD students • Must have Master degree • There is previousgraduateresearchactivity • Must have a PhD teacher of theDoctoralSchool • Must have an approvedresearch program • Must pass a competitiveentryexam

National DoctoralCouncil • A legalsupervisor of PhD Schools • Membersarepresidents of University DoctoralSchools • Legalrole: • allocation of statefellowships • Continous monitoring legalbackground • Maintenace of an openaccessed National PhD Schooldatabase of teachers,students and dissertations

InternalQualityControl (University) • DoctoralSchool must reportitsactivitytoSenateyearly • PhD educationprogramsaremonitoredbyDoctoralCouncil (regularmeetings) • Minimal PhD requirementsaredefinedaccordingtovariousresearchareas • Publications must be validatedby University Library, must be accessedin National PublicationDatabase of HungarianAcademyofSciences

  8. InternalQualityControl (cont) • Complexexamafter 2 years • Disciplinaryexams ( min of 2 fields) • Research progressreport • Both haveto be passedto enter theResearch Phase

Monitoring of a DoctoralSchool • New Foundingmembers: universityprofessorswithsignificantscientificactivity (age): must be approvedbyDoctoralCouncil and Senateand HAC • Establishedfoundingmembers: compliancecontrol • New Teachers:researcherswiththeirownresearchgrants, publicationactive (past 5 yearminimalrequirement of a PhD thesis): must be approvedbyDoctoralCouncil and Senateand HAC • Activeteachers: compliancerequirements

InternalQualityControl • Dissertationpre-screening: minimalrequirements (DC) • Testing forplagiarism ( accidental) • DefenceCouncilcomposition: independentresearchers, opponentselection (inner and outside) • DefenceCouncilpresident: university professor • Defencereport must be evaluatedby University DoctoralCouncil • Successfuldissertationsareopenlyavilableat University and National DoctoralCouncilwebsite

ExternalQalityControlbyHungarianAccreditationCommittee • Yearlysurveys of individualDoctoralPrograms: teachers, foundingmembers and president (compliancewithlegalrequirements) allbasedonthe National Database • 5 yearlysurveys of theentire University EducationalPrograms (graduate+ postgraduate)
