  2. I do not only use the brain that I have, but all I can borrow (Woodrow Willson). Inclusive government/cooperation with civil sector calls upon democratically aware partners, active citizens and expert civil society (NGO’s).

  3. Promotion of civil dialogue • Public Information Act – access to information of public nature, publicity and openness of public bodies. • Rules of procedure of the Government (Article 8a) – defines civil society cooperation in the process of legislation preparation.

Measures taken to promote Civil Dialoge • 2007 - an initiative of the Ministry for Public Administration - a call to civil society organisations to indicate their interest in governments act preparation (basis: Governmental Programme for 2007); • 2008 – Handbook on Planning, managing and evaluating public participation processes – handook for public officials • (2007-2013) ESF – priority axes: “Promotion of NGO development, Civil and Social dialogue”.

  8. Cooperation with civil society organisations is a journey not a destination.
