Identified problems Identified Problems Difficulties in confirming possessions of the imported rhino trophies Difficulties in monitoring the use of horns after the import Problems: lack of competence (CITES MA), lack of legal basis for inspection (Police) without any justified suspicion or proof for possible offence Lack of possibilities to verify that „thefts” declared by hunters are real thefts Difficulties in identifying potential linkages between hunters and traffickers Ongoing problem with seized and confiscated LIVE animals Actions taken • Official letters to the importers (hunters) requesting written confirmation of possessions of the imported trophies (including horns) • Contacts with Polish Hunting Association – confirmation of hunters’ membership • Compilation of list of importers to be controlled 7
