Objectives • Understand the policy environment of special economic zone development • Analyze special economic zone as an approach/strategy in enhancing industrial development and the effects on host community • Examine how farmers were displaced because of the special economic zone • Look into the key actors, beneficiaries and victims, processes involved and lessons learned in the development of the special economic zone

  4. The Policy Environment • Republic Act 7916 or the Special Economic Zone Act of 1995 • Republic Act 6657 or the Comprehensive Agrarian Reform Law • Republic Act 7279 or Urban Housing and Development Act • Republic Act 7160 or the Local Government Code of 1991

  5. The Study Area • Greenfield Automotive Park Ecozone • Located in barangay San Jose, Santa Rosa, Laguna, Philippines • With a total land area of 50 hectares • 90% of the area allocated for local automotive enterprises • 10% for common areas, roads, utilities, open space

  6. Processes Involved / Stages of Development • Pre-development Stage • Land acquisition • Conduct of feasibility study • Acquisition for • Development Stage • Construction and development of the Greenfield Automotive Park • Operating Stage • Registration of locator companies with Philippine Economic Zone Authority in order to operate in the GAP Ecozone

Actors Involved and Their Roles • The Owner Developer • Owner is Balibago Land Corporation - responsible for the development, operation and maintenance of the GAP Ecozone • Concerned Government Offices • Philippine Economic Zone Authority • Department of Agrarian Reform • Department of Environment and Natural Resources • Housing and Land Use Regulatory Board • Department of Agriculture

  8. Effects of the Development of Ecozone • Beneficiaries of the Ecozone • Locator enterprises • Local government of barangay San Jose, Santa Rosa • Local suppliers • Former / displaced farmers – lost their abode and means of livelihood

  9. Adjacent Communities - suffered from environmental effects of the development of Ecozone and construction of factory buildings by locators • The Santa Rosa Local Government - had to address more urban problems such as increased congestion, traffic, flooding, social services

  10. Problems Encountered • Strong resistance from affected farmers • Legal battle among tenants

  11. Lessons Learned • Land reclassification and land use conversion • Need to properly handle farmer occupants that will be affected by the project
