  1. ITU ACTIVITIES IN DIGITAL BROADCASTING Facilitation Meeting on Action Line C3: Access to information and knowledge ITU Headquarters, Geneva, 19 May 2008 István BOZSÓKI Project and Initiatives Department International Telecommunication Union The views expressed in this presentation are those of the author and do not necessarily reflect the opinions of the ITU or its Membership.

  2. ITU Mission • Maintain and extend international cooperation in telecommunications • Harmonize actions of Member States and promote cooperation between Member States and Sector Members • Provide technical and policy assistance to developing countries International Telecommunication Union

  3. ITU Activities in 2007 Action Line C3 • In 2007, the ITU-D held numerous workshops, conferences and symposiums, making materials widely available for free on the web. • In addition, a number of information-rich resources have been made available including web-based information portals, practical ICT toolkits and online databases have been launched and/or existing resources updated. International Telecommunication Union

  4. ITU Plans for 2008 Action Line C3 • In 2008, more than 50 activities directly relevant to Action Line C3 are planned including • Guidelines and tools for Gender Mainstreaming, • Global Portal for Indigenous People, • an on-line Toolkit for mainstreaming ICT accessibility issues for persons with disabilities, • Virtual Forum on Strategic Human Resources Management, • ICT Regulation Toolkit, etc. International Telecommunication Union

  5. ITU Collaboration with Microsoft Corporation • to develop a global mapping based interface to data referred to currently as ITU Global View. • web-based platform leverages interactive mapping software (Microsoft Virtual Earth) to allow ITU to facilitate access to statistics and other country-related information, showcase ICT development projects of all stakeholders and track progress towards WSIS goals in an easy to use manner. • A demonstration of the capabilities of this platform, first demoed at the Connect Africa Summit, is available on ITU’s Connect the World homepage (http://www.itu.int/partners) International Telecommunication Union

  6. Digital Broadcasting • Why digital • Stages of migration • ITU activities • ITU/D cooperation with broadcasting organizations • Digital Broadcasting roadmap in Africa International Telecommunication Union

  7. Why digital • Greater control over channel performance • High quality video and audio • A greater range and diversity of services • New commercial opportunity • New income and new service through saved spectrum International Telecommunication Union

  8. Regulatory issues • Setting up a new media policy - introduction of new digital broadcasting media like digital terrestrial broadcasting, mobile broadcasting, IPTV… • Developing essential regulation required for a fair competitive environment among different media International Telecommunication Union

  9. Technical issues • Spectrum allocation & frequency assignment • Selection of suitable standard • Nationwide broadcasting network plan • Training for qualified experts International Telecommunication Union

  10. Stages of migration/1 • Phase one : starting introduction of digital television transmission • No further analog license issued for terrestrial broadcasting • Regulation should be reviewed to reflect the implication of digital transmission • Special frequency channels will be allocated to the current broadcasters to provide for the simulcasting in digital format • The possibilities relative to infrastructure-sharing arrangements involving a number or all operators will be explorered International Telecommunication Union

  11. Stages of migration/2 • Phase Two : The simulcast period - The broadcaster will be encouraged to establish a migration plan - National programs will be transmitted as must carry, free-to–view on any digital terrestrial platform that may be available International Telecommunication Union

  12. Stages of migration/3 • Phase three: Analogue Cut-off - all current broadcasters will need to be migrated to a digital platform - households will need to upgrade their TV sets to digital e.g. by set top boxes or new TV sets - depending on the migration option selected by the broadcasters/regulators and the market reaction to the introduction of DTTV International Telecommunication Union

  13. Explanatory and organizational activities of administration • Provision of public understanding • A voluntary switching phase has fundamental importance for migration • A compulsory phase will have to follow in order to complete switch over • Administration should • explain to citizens why analog broadcasting needs to be switched off • clearly communicate to citizens the time scale • providing assistance e.g. in subsidizing set-top boxes International Telecommunication Union

  14. ITU activities/1 ITU-R • RRC-06 • WRC-07 Spectrum Management (SG1) • Recommendation SM 1047-1 “National Spectrum Management” • Recommendation SM 2012-1 “Economic Aspect of Spectrum Management” • Handbook on National Spectrum Management, 2005 • Handbook on Computer Aided Techniques for Spectrum Management, 2005 • Handbook on Spectrum Monitoring, 2002 International Telecommunication Union

  15. ITU activities/2 Wave Propagation (SG3) • Recommendation ITU-R P.1546 “Method for point to area prediction for terrestrial services in 30MHz-3000MHz” Report of the Rapporteur on transition (SG6) • Document 6D/6-E (29 February 2008) On transition from analogue to digital terrestrial broadcasting http://www.itu.int/md/R07-WP6D-C-0006/en International Telecommunication Union

  16. ITU activities/3 ITU-D activities - ITU-D Question 11-2/2 “Examination of terrestrial digital sound and television broadcasting technologies, and systems, including cost/benefit analysis, interoperability of digital terrestrial system with existing analogue networks, and methods of migration from analogue terrestrial techniques to digital techniques” • ITU-D Study Group 2’s Report on question 9-2/2 “Identification of study topics in the ITU-T and ITU-D study groups which are of particular interest to developing countries” • SMS4DC International Telecommunication Union

  17. ITU/D cooperation with broadcasting organizations • EBU : signed cooperation agreement • WBU : Cooperation agreement under preparation • ABU : close cooperation in transition from analogue to digital • AIBD : ITU/AIBD workshops on digital technologies International Telecommunication Union

  18. Feasibility study on Digital Broadcasting roadmap in Africa • Period : January – May 2008 (first phase) • Budget : US$ 45,000 • Contribution : Republic of Korea • Implementing Agency : ITU-D • Beneficiary countries : African countries • Objective of project: - conduct a feasibility study as a preparation for the project of making digital broadcasting roadmap for African countries • Project manager: Mr. JO, GueJo (Gue-Jo.Jo@itu.int), BDT/PRI/TND International Telecommunication Union

  19. Expected output of the study • Analysis of current broadcasting situation and plan for digital broadcasting transition through a survey • Identification of pilot countries for next roadmap project • Developing of project document including scope, budget and work plan for making roadmap of digital transition • Current status of the study • The Official letter to ask to nominate a counterpart from ITU-D Director to Ministers was sent in mid of March (+ on-line questionnaire) • About 20 countries appointed their counterpart and they are filling out survey (the deadline is 30 April) • Based on this survey, some pilot countries will be chosen to be assisted to make their digital broadcasting transition roadmap.
