VUC - regional development and innovations • Established in 1996 by Lilehammer University College, Foreign Ministry of Norway, Research Council of Norway, Nordic Council of Ministers, local governments of Vidzeme Region and Valmiera City Council, Latvia Ministry of Education and Science • State University College since 2001

  3. Support VUC was established as limited liability and non-profit organization on 1996 by 7 local governments: • Cesis • Madona • Valmiera • Valka • Limbazi • Gulbene • Aluksne And Valmiera City Council.

  4. Support • Municipalities supported VUC financially - covering maintenance expenses - with the most support coming from Valmiera local municipality and city council. • The model of teaching and concept of the university college was borrowed from Lilihammer University College, Norway. • The study programs were developed together with local municipalities and by doing common research about the needs of region. • For the first three years financial support from Nordic Council of Ministers was important for developing the library, organizing exchange of experience among representatives from VUC and Lilihammer University college

Current cooperationwith Valmiera City Council • Co-financing for the renovation of VUC premises • Co-financing for VUC academic staff (support of PhD holders) • Financing of the renovation of student dormitories (Ausekla street) • Researches done by VUC academic staff and students about themes related to the interests of municipality, for example, the environment for entrepreneurship • Recent establishment of Vidzeme Lifelong Learning Center

Goal To develop a creative study and research environment, which would not only encourage the young people of the region to continue education and later to develop their professional career in the native region, but also to attract the interest and creative energy of young people of all parts of Latvia to the growth of Vidzeme region.

  11. Some facts of history Started at 1996 with 4 programs: • Political Science • Economy and Management, • Tourism organization and Management • Psychology and Public Relation Dr. Sc. Pol. Artis Pabriks was appointed to be the first Rector of Vidzeme University College.

  12. Some facts of history • 1999 – the Baltic International Summer School was organized for the first time. • 2001 - Vidzeme University College became a state financed institution of higher education. • 2001 – the professional IT bachelor study program was started

Some facts of history • 2002 – on January, the Council of Higher Education of Latvia accredited Vidzeme University College for an unlimited period of time. • 2004 – students were enrolled to the first Master’s programs, which were Public Administration and Tourism Strategics • 2005 – VUC organized the 6th Conference on Baltic Studies in Europe. • 2006 – established the Institute of Sociotechnical Systems’ Engeneering • 2006 - students were enrolled to the first Master’s program Sociotechnical Systems’ Engeneering

  18. Study facilities • Free Internet acces in the dormitories, WiFi Internet in the VUC study premises • Up-to-date auditorium equipement • E-learning facilities • Training laboratories • Conference Hall (Autumn 2006)

VUC Library • Integrated Valmiera Central Library and VUC Library (15 000 books) • World Tourism Organization deposit Library since 2003 • Full-text data base,news agency and news portal archive access • Valmiera District, joint universities` and special library catalogues • Free Internet and WiFi access • New premises after renovation till 2007 – computerised reading room, multimedia centre, study rooms etc.

International studies • EU mobility Programs - Erasmus and Leonardo da Vinci • HESP mobility program (Central, Eastern, and South Eastern Europe, Asia) • Fulbright program (the USA) • Leonardo da Vinci pilot projects Challenges: • develop joint degrees and doctoral studies • increase research done at international level • introduce common guidance on bachelor and master theses among international partners.

Investment projects (1) ‘’Renovation measures for modernisation of the study places in the VUC Information Technologies Department’’ (2004-2005) • Funding - European Regional Development Funds, Valmiera City Council • Results – electro-technical and computer laboratories, computerised and ordinary auditoriums, rooms for lecturers, seminar holding, servers, facilities and other.

  22. Investment projects (2) ‘’Vidzeme University College – a gate to the united education space’’ (2005-2007) • Funding - State investments program project • Results - new VUC library visitors` centre (2000 m2), book depositary, computerised study rooms, 220-seat amphitheatre auditorium etc.

VUC Initiatives • 6th Annual Conference on Baltic Studies in Europe in 2005 • Baltic International Summer School since 1999 with participants from 32 countries • 1st Scientific Conference of the North Vidzeme Biosphere Reserve, November 23-24, 2006 (merging different aspects from applied science for nature conservation) • International Conference “Effect of Migration on European Political Thought and Decision-making process” (2006)
