  2. PREP Exercise • August 20, 2009 • Suncor/Conoco Phillips facilities participating • Full scale exercise, 8 hours

Planning Team • Suncor, Conoco Phillips, Tetra Tech, Adams County OEM, Tri-County Health Dept, Northglenn Ambulance, South Adams County Fire Dept, North Metro Fire, Adcom 911, CDPHE, Commerce City Police Dept, Colorado State Patrol (HazMat Div), Colorado Division of Wildlife, USCG Pacific Strike Team, BNSF, UP, Plains Pipeline, Denver Env Health, Fairmount FD, North Suburban Med Center, Adams/Jeffco HazMat, Metro Wastewater, US EPA

Exercise Goals • Each participating facility receives PREP Credit for participation in the 8 hour spill response exercise. • Equipment Deployment occurs in multiple response locations along with simulated on going recovery operations. • Focuses on the initial response actions, equipment deployment, organizing incident management, security evaluations, and documenting the response actions. • Test of the notification system. • Exercise the integration of multi-industry representatives into a Unified Command along with Federal, State, and Local representatives.

  5. Scenario Summary • Adams County 911 center begins to receive multiple phone calls reporting an anhydrous ammonia rail car leaking near the Suncor refinery. Railroad individuals report the vapor cloud is lingering into the Suncor Plant area. • The FD confirmed that the rail car was carrying anhydrous ammonia. Calm winds cause the chemical to remain in and around the Suncor area. Immediate requested to have local Haz-Mat Teams and US EPA resources respond to the scene to assist. • Two damaged oil tanks and crude oil spilled in the direction of Sandy Creek. Approximately 400,000 barrels of crude oil is spilled.
