  1. Climate-Related Water Constraints and Their Implications for Relations Across North American Boundaries March 5-6, 2009

  2. GOAL of CHANGE • CHANGE – The Climate and Hydrology Academic Network for Governance and the Environment. • To foster cross-border cooperation to enhance the use of climate and hydrologic research by decision-makers to better address North American water policy challenges.

  3. CHANGE • A permanent exchange network of academic researchers who would interact with government experts and other decision-makers on issues related to: • water stress • drought impacts • adaptation to changing water regimes due to climate and land use changes • monitoring water-related issues • cross-border issues related to water resource management and policy development.

  4. YOUR ROLE • The academic research team committed to communicating the network’s findings to improve decision-making and policies which affect all North Americans. • Critical research information conveyed during this forum is intended to feed into North American policy-making institutions.

  5. Effective engagement with decision makers depends on building strong and lasting relationships.

OBJECTIVES • To share scientific information, data and analytical techniques • Foster dialogue and collaborative projects between North American climate, hydrology, and policy researchers. • Expand climate and hydrology knowledge networks across international borders. • Incorporate advances in climate and hydrologic science into policies on cross-border water management.

  8. EXPECTED RESULTS • A network organized and led by the academic community but involving experts from the public and private sectors (NGOs). • Plan a policy-relevant research agenda for addressing constraints on water resources that affect the three countries’ sustainable development and their interactions with each other. • A network coordination mechanism with outreach to related new and pre-existing transborder initiatives.
