Concept of International Cooperation in Education • Conduct projects between or among economies • Academic exchange and cooperation between individual institutes and groups as private sectors • Student exchanges (ex. Studying overseas) • Educational activities in international organizations such as APEC, OECD, UNESCO, WB, etc.  Recently, increasing various international exchange in education through the international organizations

Educational Cooperation of International Organizations • Organization of Economic Cooperation and Development (OECD) • To increase interest in linkage of economic growth and educational development in Knowledge-based society • To focus more on sharing accumulated experiences and expertise with developing economies • United Nations Educational, Scientific and Cultural Organization (UNESCO) • To conduct international cooperation in the fields of education, science, and culture • Fields of projects: Lifelong education for all, Science contributing to prosperity of humanity, Cultural development based on creativity and protection of the World heritage

Educational Cooperation of International Organizations • Asia Pacific Economic Cooperation (APEC) • 54% of economy and 40% of population of the World • To conduct international cooperation projects through the APEC Education Ministerial Meeting and HRD Working Group *, etc.  In particular, Korean APEC educational projects in cooperation with 15 economies are acknowledged as a best practice of international cooperation that government, academia, and private sectors are involved * APEC HRD Working Group (HRDWG): Established in 1990, conducts work programs on education, labor, and capacity building to develop human resources

International Partnership International Cooperation Needs… • Sharing partnership between participants (participating economies), not just a one-way volunteer or contribution • Ownership in collaboration (shared leadership) • International cooperation projects according to reciprocity • Mutual responsibility of participants

Online Learning Community • Palloff &Pratt (1999) • Physical distance, Shared interest, Online connection • Figallo (1998): Convergence, Interaction, Familiarity • Na & Hong (2003) • Internal consent factors: Shared goal, place, rules, and ritual • Member factors: Leadership, Voluntary participation, Individual roles • Social relationship factors: lively interaction, Small group meeting, Face-to-face meeting • Learning factors: Sharing fruitful learning resources, Collaborative knowledge creation • Motivation factors: Event, Public relations • Shin (2005) • Clear goal, Active information sharing, loyal members, Event, Web as a supporting system to shared goal

Online-based International Community • Effective online-based international community • Active learning to build knowledge • Positive interpersonal relationships • Fruitful discussion between participants to promote learning of community • Opportunities of online interaction and collaboration based on proper technology • Also, consideration of cultural diversity in the process of collaborative learning through online learning community (Geer, 2001)

Vitalization factors of Int’l Community • Shared goals led by participants (participating economies) • Coincided interest • Specific principles guiding members’ activity (mutual responsibility) • Active information, knowledge, and expertise sharing between domestic and overseas participants • Proper on and offline activity (Event to bind community, etc.) • Active (or high loyal) participants • Assessment on achievements (public relations, incentives) • Web supporting system for online activity

Goal and Interest • Shared goal: • Narrowing knowledge and digital divide through interaction between teachers, students, and supporters from APEC economies • Coincided interest • International cooperation and exchange among peoples of other countries, • Teaching & learning methods and systems change to improve and develop each other’s education, etc.
