NOPSA Legislated Functions • to promote the occupational health and safety of persons engaged in offshore petroleum operations; • to develop and implement effective monitoring and enforcement strategies to secure compliance with the legislation; • to investigate accidents, occurrences and circumstances and to provide lessons learnt to offshore petroleum operators; • to advise persons on occupational health and safety matters relating to offshore petroleum operations; • to report and make recommendations to Australian Government, State and NT Ministers; and • to cooperatewith Australian Government, State and NT agencies, and Designated Authorities to ensure effective regulation of offshore petroleum operations.   4. Facilities • NOPSA regulates OHS at petroleum “facilities” in Commonwealth waters • “Facilities” are Defined in the (PSLA) Act • Specifically excludes: • Offtake tankers • AHTSVs Seacare OHS Forum Oct. 2007

  6. NOPSA Regulatory Regime • Offshore safety regulated through duties of care and the safety case, not through detailed rules • Safety Cases assessed by NOPSA • Operator compliance tested by NOPSA inspections and investigation • Enforcement action taken as necessary Seacare OHS Forum Oct. 2007

  7. Inspections • Typically 2-3 day duration, at least annually • Compliance with general duties & with facility safety case: • MAE • OHS • Workforce Consultation • National Programmes & Topical issues • MOUs – Joint Inspections Seacare OHS Forum Oct. 2007
