CER Infrastructure Interest Group (IIG) • At P&R 19 October, EFRTC invited to the next IIG meeting on 4 December 2012 • Chaired by Mr Rudolf Köller with participation of integrated IMs such as DB, SNCF, PKP/PLK, ÖBB, and all CEEC • EFRTC Chairman and Secretary General will attend • Work on long-term funding to be discussed; also believed relevant to EIM • Very relevant to contractors; hopefully next work package EFRTC GM, Sofia 16.11.2012, Policy and Research Committee

Infrastructure performance indicators • In cooperation with UIC, CER is launching a data collection on the performance, efficiency and quality of IMs, focusing on: • Quarterly performance monitoring • Punctuality of operators • Reliability of infrastructure • This data will be used to demonstrate the positive development of the rail sector over time • CER also collects data on total expenditure on rail infrastructure, broken down by running expenditures, renewals, and new construction • IMs would also appreciate reliability and punctuality data from contractors Better reliability and punctuality statistics from IMs and contractors would bring added-value to all

And much focus on.... • The 4th Railway Package • Is about market opening – ‘competition in rail’ • Vital for contractors to be aware of key issues affecting their major customers • Some of the key issues recently identified by the European Commission: EFRTC GM, Sofia 16.11.2012, Policy and Research Committee

Problems identified in the governance of infrastructure managers: Efficiency Efficiency challenge: • Railway infrastructure is a naturalmonopoly • The currentgovernancedoes not providesufficientincentives to respond to the needs of users • No incentives for European and intermodal cooperation • The current EU rulesallow a splitting up of functionswhichdoes not allow infrastructure managers to fulfiltheirtasks • Examples: - path allocation vs maintenance and development • - charging and maintenance

Problems identified in the governance of infrastructure managers: Equal Access • Existingseparationrequirements do not preventconflicts of interests • Discrimination potentialfromfunctions not currentlydefined as essential functions • Competitiveadvantagesflowingfrom information asymmetries • Persistent risk of cross-subsidisationwithoutcompletefinancialtransparency NB.: If properlydesigned, no evidencethatseparated structure is more expensivethanintegrated model

Objectives of the Commission's proposal • On the efficiency issue: • - Encourage appropriatecooperationbeteween IM and RUs, but on an equal basis • - Ensure IM has all functionsneeded to run the infrastruc- • ture in an optimised, efficient and non–discriminatorymanner • On the equalaccess issue: • Define the minimum appropriatedegree of separation of the IM from rail operators • Ensurethat all IM activitieswhich are potential sources of conflicts of interest are subject to separationrequirements

IM functions • a) Infrastructure development (planning, financing and building) • b) Infrastructure marketing and charging (determination and collection of charges, relations with customers) • c) Infrastructure operations (path allocation, timetabling, traffic management, control command and signalling as well as traffic information services). • d) Infrastructure maintenance (infrastructure upgrade and renewal, asset management activities).

  18. Joint Technology Initiative • UNIFE will report later on this proposal to EU for funding railway research • Total project costs will be up to 800 million Euro for 4 years i.e. 200 million/year with 50 % funding from EU • Project has 5 main streams – one on Infrastructure i.e. up to 20 million EU funding for infrastructure research/year • Another 20 millions shall be from industry and IMs as in kind contribution by resources allocated to project • EFRTC and its members/companies are invited to join EFRTC GM, Sofia 16.11.2012, Policy and Research Committee

ERRAC and EC research • ERRAC structure is changing and new Terms of Reference shall be submitted to the next Plenary meeting on 23.11.2012 • EFRTC Board support the appointment of EFRTC Secretary General in the future ERRAC strategic body • ERRAC shall play an advisory role to JTI by forming ERRAC Pre-“Requirements and Implementation groups” for SHIFT²RAIL Innovation Programmes • SG will consult EFRTC members/companies for joining the implementation group for infrastructure project • Proposal for the new EU project on infrastructure developments in horizon up to 2050 is under preparation • More by SG on proposal and AUTOMAIN workshop EFRTC GM, Sofia 16.11.2012, Policy and Research Committee
