  2. Aim of proposal Working Document 452 • Authorised Economic Operator (AEO) • Data • Export Control System (ECS) • Import Control System (AIS) • Common EU Risk Analysis system for security

  3. Problem - Impact on business • Additional cost for new systems • Potential delays for both export and import • AEO for security and safety only • Container security initiative costs Euro 10 per consignment • Security cost with no facilitation

  4. Solution • AEO to include facilitation for business • ECS and AIS to be launched EU wide on the same date • Data set to be standardised for the EU, and only a minimum for risk analysis and release • Involvement in implementing provisions

  5. Action in Member States • Lobby national customs, Ministry of Finance and Parliament to ensure involvement in process of consultation • Co-operate with like minded associations • Work with AMCHAM EU CTF Committee

  6. Aim of proposal Modernised Customs Code • Bring law up to date with electronic systems. • Create fewer procedures and simplify them. • Create single data sets EU-wide • Remove Licensed Broker status from law.

  7. Impact on business • Some countries are against losing controls in place • Standard simplified procedures • Standard data sets • Single European Authority (SEA) • Single portal for data entry • Single Window • Virtual warehouse in the EU. No transit

  8. Solution • Encourage national customs to support modernised code • SEA to provide multinational companies with highest level of simplification • No Licensed Broker status in the EU • Involvement in implementing provisions

  9. Action in Member States • Lobby national customs, Ministry of Finance and parliament. • Establish co-operation with like minded associations • Counter efforts by organisations such as CLECAT to promote Licensed Brokers • Work with AMCHAM EU CTF Committee
